ATTACHMENT 2 — <br />SPRINGFIELD - <br />_4� <br />R ; EGON <br />August 18, 2009 <br />To All Interested Parties, <br />Subject Proposed amendment to the Eugene - Springfield Metropolitan Area General Plan <br />(Metro Plan) adopting coordinated population forecasts prepared by Lane County for Eugene <br />and Springfield. <br />On June 17, 2009 the Lane County Board of Commissioners adopted Ordinance No PA 1255, <br />amending the Lane County Rural Comprehensive Plan by adding new population forecasts fox <br />Lane County and all cities in Lane County for the period 2010 -2035. The Board's action was in <br />compliance with ORS 195.036 Area population forecast; coordination. <br />On July 16, 2009 the cities of Eugene and Springfield and Lane County submitted a Notice of <br />Proposed Amendment to the Department of Land Conservation and Development (DCLD) <br />stating their intention to amend the Metro Plan by adopting the coordinated population forecasts <br />prepared by Lana County. The proposed Metro Plan text amendment will be added as the third <br />paragraph on Page I -1, Chapter I, Introduction and Purpose Section and will read as follows: <br />In order to achieve timely compliance with their statutory obligations under 2007 Or <br />Laws Chapter 650, the Cities of Eugene and Springfield and Lane County adopt the <br />following forecasts for their respective jurisdictional areas: <br />2030 2035 <br />Eugene – City Only 194,314 202,565 <br />Urban Transition Area West of I-5 17,469 16,494 <br />Total 21L783 219.059 <br />. 2030 2035 <br />Springfield - 1* 6017 74,814 78,413 <br />Urban Transition Area East of I-5 6,794 6,415 <br />Total 81.608 PA X <br />These figures effectively provide coordinated projections for each city's urban <br />growth area's for years ending 2030 through 2035, enabling them to meet state <br />requirements concerning the beginning and ending years of the 20 -ye2r planning <br />period. In the event either city needs to provide a forecast for a planning period that <br />begins after 2010 that city shA determine the 20 -year forecast by adding 20% of the <br />2030 -2035 increment for each year beyond 2010. <br />ATTACHMENT '2. -6, <br />
