ATTACHMENT 4 — <br />SPRINGFIELD <br />1A <br />t OREGON <br />� Jr4 <br />[ vC�cATI` <br />September 10, 2009 <br />EUGENE <br />Subject: Proposed amendment to the Eugene - Springfield Metropolitan Area Genial Plan <br />(Metro Plan) adopting coordinated population forecasts prepared by Lane County for Eugene <br />and Springfield. <br />To All Interested Parties', <br />On August 17, 2009 you received a letter from the planning directors of Eugene, Springfield and <br />Lane County that included a statement of intent to amend the Metro Plan to add new population <br />forecasts for each city; a copy of the proposed text that would be included in Chapter L <br />Introduction and Purpose Section of the Metro Plan; and the time, date and location of joint <br />public hearings before the planning commissions and the elected officials of Eugene, Springfield <br />and Lane County to hear testimony on this proposed amendment. <br />This letter is intended to inform you that the joint planning commissions conducted a hearing on <br />September 1, 2009 and at the conclusion of that hearing recommended that the elected officials <br />adopt revised text and forecast table that includes the years 2031, 2032, 2033 and 2034. The full <br />text is attached to this letter. <br />Please be advised that the information you received on August 17 did not include a break -out of <br />the years between 2030 and 2035; the text you received said: "In the event either city needs to <br />provide a forecast for a planning period that begins after 2010 that city shall detennine the 20- <br />year forecast by adding 20%- the 2030 -2035 increment for each year beyond 2010." The <br />planning commission, and public were concerned that this text could be interpreted in a way <br />not intended and thereby bring about subsequent amendments to the Plan inconsistent with the <br />purpose of this language. The staff prepared alternative language prior to the hearing that <br />assigned population figures for each of the years between 2030 and 2035 so that any required 20- <br />year planning period that ended in one of these years would already have an associated forecast; <br />additionally, the text cited above was deleted. <br />For your information, the new figures for each of these years were derived by a linear <br />extrapolation of the period between the adopted figures of 2030 and 2035, that is, each <br />succeeding year's population increases by the same number as the preceding year. The <br />consultants who prepared the Lane County coordinated population forecast confirmed that such <br />an extapolation is a reasonable approach in forecasting the population for these years. The <br />addition of these years with these figures has no effect on the forecast figures for the other cities <br />in Lane County or the rural population forecast because the population figures adopted for 2030 <br />ATTACHMENT /-I --? <br />
