ATTACHMENT C Planning & Public Involvement Efforts Summary for Downtown Since 2000, Council, staff, and the community have engaged in, created, and prioritized various goals, policies, and recommendations for downtown. Staff compiled a summary of the 21 plans, policy documents, or community involvement efforts relevant to a discussion of desired downtown outcomes. The approval or review status and a summary of the key outcomes for each is provided in this attachment, divided into three categories. Section A summarizes those documents and efforts focused exclusively on downtown. 1.Downtown Plan 2.Downtown Code Amendments 3.City Council Goal 2007 & 2008 – Downtown Initiative: Revitalize Downtown 4.City Hall Master Plan 5.West Broadway Advisory Committee Core Recommendations 6.Park Blocks Master Plan 7.Downtown Policing Action Plan Team Short-Term Public Safety Strategy Recommendations 2004 8.Downtown Urban Renewal Plan 9.Riverfront Urban Renewal Plan 10.Central Area Transportation Study 11.Broadway Street Reopening 12.Broadway Design Standards 13.Courthouse District Concept Plan 14.Downtown Vision Section B summarizes those documents and efforts that reference downtown. 15.Cultural Policy Review 16.Parks, Recreation, and Open Space Plan 17.Mayor’s Committee on Economic Development Section C summarizes overarching Council goals, policies, and values. 18.City Council 2009 vision and goals 19.Growth Management Policies 20.Sustainable Business Initiative 21.Joint Elected Officials regional economic development principles Some of the documents contain policies adopted by ordinance, such as the Downtown Plan; others contain a list of desired results generated through public or stakeholder involvement and subsequently presented to council, such as the West Broadway Advisory Committee recommendations. All of these planning efforts reiterate common themes and aspirations for a vital, economically healthy, and inviting city center.
