Redesign Broadway, which recommended a public vote on reopening Broadway. The voters strongly
supported the street reopening.
Public Involvement: In 2001, the Planning Commission reviewed and approved the conceptual design for
reopening Broadway. The design was generated by a collaborative design team consisting of City staff
(Public Works Engineering, Public Works Transportation, and Planning & Development) and a professional
design group including TBG Architects & Planners, WBGS Architecture & Planning, Robertson/Sherwood
Architects, Satre Associates, and Balzhiser & Hubbard Engineers. In addition to the design team input, the
street design reflects significant public input that occurred before the public vote and during the project
design.
Public involvement in the design was consistent with the citizen involvement plan presented to Council
and the Citizen Involvement Committee, including multiple design workshops, meetings with
neighborhood groups, meetings with Downtown Eugene, Inc. board members and the Downtown
Advocacy Alliance, meetings with property owners, business owners, and other organizations. The group
also conducted a rolling charrette down Broadway to investigate existing conditions, solicit input from
A@
street users, and identify design parameters for transforming Broadway into a Great Street. Conceptual
st
images of Broadway as a Great Street were developed and displayed in conjunction with the 1 Friday
Artwalk. The City received comments from over 100 citizens at this event. Additional public involvement
occurred after the public vote and prior to final design, including workshops, meetings with neighborhood
groups, property owners and others.
Council Involvement: Council referred the Broadway street reopening to the voters and approved the
funding for the street reopening.
Outcome: The street was reopened based on the design standards listed below.
?
Lively, active

pedestrian destination
?
Slow moving two-

way vehicular traffic
?
On-street parking

?
Increase density,

mix of uses
?
High quality

streetscape amenities
?
Special treatment

at intersections
?
Enhance

community identity and respect historic character
?
Effective use of

trees/landscaping to enhance quality of street
?
Street integrates

with special places
?
Use of street for community events

12.Broadway Design Standards

Date: 2002
Context: City Council requested that design standards be created to coincide with the Broadway
street reopening.
