<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Work Session: Eugene Comprehensive Lands Assessment <br /> <br /> <br />Meeting Date: October 28, 2009 Agenda Item Number: A <br />Department: Planning and Development Staff Contact: Jason Dedrick <br />www.eugene-or.gov Contact Telephone Number: 541-682-5451 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This work session is an opportunity for the City Council to receive a project update on the Eugene <br />Comprehensive Lands Assessment (ECLA), in particular, consideration of the baseline assumptions and <br />alternatives to the baseline assumptions. <br /> <br /> <br />BACKGROUND <br /> <br />The goal of ECLA is to determine whether Eugene has a sufficient supply of land within the Urban <br />Growth Boundary (UGB) to meet the projected demand for residential, commercial, industrial, and <br />public/semi-public land over the next 20 years. This study addresses House Bill 3337, which directed <br />the City of Eugene to undertake a study of residential lands sufficiency. The scope was expanded by the <br />City Council to assess all land types, including employment lands (commercial and industrial) and <br />public/semi-public land needs. <br /> <br />Technical Products <br />The current work session is an opportunity for the council to review two new products: <br />? <br /> <br />The Capacity Analysis - which provides refined data resulting in an identified land need <br />for a 20-year period (Attachment B). <br />? <br /> <br />The Baseline and Variations to Baseline Assumptions Analysis - which presents different <br />estimates of land needs for Eugene over the 20-year period for the baseline assumptions <br />and for variations of those assumptions (Attachment A). <br /> <br />These products are the final substantive pieces of data in the ECLA process and will be the focus of <br />While Attachment A (not the appendices) is most relevant to <br />discussions over the coming weeks. <br />the work session discussion, the appendices in Attachment A, as well as Attachments B and C are <br />provided should you wish to see all of the source data. <br /> <br />Capacity Analysis <br />Determining the ability of vacant residential land to accommodate new housing is the objective of the <br />Capacity Analysis. Factors considered in this analysis include lot size, slopes, Local Wetland Inventory <br />wetlands and the estimated density of housing that will be located on currently vacant lands. The <br />analysis concludes by indicating how many dwelling units could reasonably be accommodated on <br />currently vacant lands. With the completion of the Capacity Analysis, all of the data is now available to <br />answer the question, “if Eugene grows in the future as it has in the recent past, how much land would be <br />needed over the next 20 years.” This information is provided in Attachment B. <br /> Z:\CMO\2009 Council Agendas\M091028\S091028A.doc <br />
