<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Action: Adoption of an Ordinance Amending the Eugene-Springfield Metropolitan Area <br />Transportation Plan (TransPlan) to Move Project Nos. 333 and 506 from the Future <br />Roadway Projects List to the Financially Constrained Roadway Projects List, to Update <br />the Project Descriptions for Project Nos. 333 and 506 and to Make Related Amendments <br />to the Eugene-Springfield Metropolitan Area General Plan <br /> <br />Meeting Date: November 9, 2009 Agenda Item Number: 6 <br />Department: Public Works Staff Contact: Rob Inerfeld <br />www.eugene-or.gov Contact Telephone Number: 682-5343 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The council is asked to adopt the attached ordinance and findings approving the following amendments <br />to the Eugene-Springfield Regional Transportation System Plan (“TransPlan”) and the Eugene- <br />Springfield Metropolitan Area General Plan (Metro Plan): <br /> <br />Moving Project Numbers 333 and 506 from the Future Roadway Projects list to the <br />Financially Constrained Roadway Projects list and to update the project descriptions <br />to make them consistent with the adopted Regional Transportation Plan. The <br />proposed amendments would add to TransPlan’s Financially Constrained Roadway <br />Projects list the following two projects: <br />th <br /> <br />A.Project No. 333: West 11 Avenue, Green Hill Road to Terry Street, <br />“Upgrade to urban facility.” <br /> <br />B.Project No. 506: North Eugene Transportation Improvements, River <br />Road to Delta Highway, “Improve capacity across Willamette River <br />within N. Eugene Area.” <br />The public hearing on this matter was held on October 19, 2009. Responses to questions asked by the <br />City Council during the hearing are attached. <br /> <br /> <br />BACKGROUND <br /> <br />On November 8, 2007, the Metropolitan Policy Committee (MPC) adopted an update to the federally- <br />required Regional Transportation Plan (RTP). This update moved projects from the Illustrative Project <br />List (beyond 20 years) to the Financially Constrained 20-Year Capital Investment Actions List and made <br />several other changes to proposed projects. MPC’s adoption of the updated RTP triggered a state <br />Transportation Planning Rule (TPR) requirement that Eugene, Springfield and Lane County adopt <br />amendments to TransPlan that make it consistent with the RTP; the elected bodies of these three <br />jurisdictions chose to do so by developing a work plan that was later approved by the Land Conservation <br />and Development Commission (LCDC). <br /> <br /> Z:\CMO\2009 Council Agendas\M091109\S0911096.doc <br /> <br />
