Both this section of OR126 and W. 11th from Terry to Green Hill are two lane facilities. <br />It only makes sense to study OR126 to Veneta if there would also be a study of the closer in <br />section east of Green Hill Road and one of the best ways to increase the chances of such a study <br />taking place is to move the W. 11th project to the Financially Constrained list in TransPlan. <br /> <br /> How does the timing of this project relate to the changes in the federal Endangered <br />6. <br />th <br />Species Act? <br /> Testimony was provided at the public hearing that the addition of this West 11 <br />Avenue project to TransPlan occurred only a few weeks before changes to the federal law in <br />th <br />2007. The West 11 project has been included in TransPlan as an “Arterial Capacity <br />Improvement” or “Upgrade to 5-lane urban facility” on the Project map and Future Projects list, <br />respectively, since at least 2002, when the latest version of TransPlan was adopted. The Council <br />action in 2007 was to initiate the move of the project from the Future Roadway Projects list to <br />the Financially Constrained Roadway Projects list in TransPlan in order to make TransPlan <br />consistent with the RTP <br /> <br /> Can the City Council act on the two transportation projects separately? <br />7.
