<br />DRAFT M I N U T E S <br />Eugene Planning Commission <br />Council Chamber—777 Pearl Street <br />Eugene, Oregon <br />October 20, 2009 <br />6 p.m. <br />PRESENT: Phillip Carroll, Chair; Richard Duncan, Randy Hledik, Heidi Bierle, Jeff Mills, members; <br />Planning Division Director Lisa Gardner, Patricia Thomas, Terri Harding, Carolyn Weiss, <br />Eugene Planning Division. <br />ABSENT: John Lawless, commissioner. <br />Mr. Carroll called the meeting of the Eugene Planning Commission to order and outlined the order of the <br />agenda and the steps in the public hearing. Commissioners introduced themselves. <br />I. INFILL COMPATIBILITY STANDARDS <br /> 1. Special Area Zone—Jefferson-Westside (CA 09-03, RA 09-02, Z 09-04) <br />Mr. Carroll called the public hearing to order. He announced the purpose of the hearing, which was to take <br />testimony on code amendments implementing the first phase of the Infill Compatibility Standards Project. <br />Commission deliberations were scheduled for October 26, and the commission’s recommendation would <br />be forwarded to the City Council, which would hold additional hearings. <br />Ms. Harding provided an overview of the proposed special area zone proposal, saying the purpose of the <br />zone was to provide for more compatible infill development by limiting the number of dwellings per lot, <br />lowering allowable building heights, and establishing other requirements while still achieving housing <br />densities within the medium-density range. The commission was also considering amendments to the <br />applicable neighborhood refinement plans to incorporate references to the new zone. The meeting packet <br />included the relevant criteria and testimony received to date. Ms. Harding indicated that 15 additional e- <br />mails in support of the proposal had been received since the packet was printed and would be incorporated <br />into the record. <br />Mr. Carroll indicated he resided in the area of concern and would not participate in discussion or <br />deliberations, although he would continue to chair and might have procedural questions. <br />Sue Prichard <br />, 2671 Emerald Street, co-chair of the Infill Compatibility Standards (ICS) Task Team, <br />thanked the commission for its support and work on task team issues. She hoped the work done to this <br />point set the stage for future phases to go more quickly. She indicated her remarks were applicable to all <br />three hearings. She said the three hearing topics were ripe to move forward given the work spent on them. <br />Considerable factual data was gathered and many opinions solicited. Major compromises had been made <br />to get all sides to this point. Ms. Prichard asked the commission to consider the facts of the proposals, and <br />to put emotion aside to the degree possible to ensure the best decision.
