M I N U T E S <br />DRAFT <br />Regular Meeting <br />Eugene Planning Commission <br />th <br />Sloat Room—Atrium Building—99 West 10 Avenue <br />October 26, 2009 <br />11:30 a.m. <br />PRESENT: Phillip Carroll, Chair; Heidi Beierle, Rick Duncan, Randy Hledik, John Lawless, Jeffery <br />Mills, members; Lisa Gardner, Carolyn Weiss, Terri Harding, Alissa Hansen, Rebekah <br />Dolerman, Amanda Nobel, Denny Braud, Kayre Axe, Gabriel Flock, Rene Kane, Laura <br />Hammond, Planning and Development Department; David Roth, Rob Inerfeld, Public <br />Works Department; Emily Jerome, City Attorney Office; City Councilor George Brown; <br />Paul Conte, Laura Potter, visitors. <br />ABSENT: None. <br />I. PUBLIC COMMENT <br />Paul Conte, <br />1461 West Tenth Avenue, thanked Mr. Lawless for his successful efforts on behalf of the <br />Chambers Special Area Zone and his willingness to pioneer a different and effective way for the Planning <br />Commission to engage with stakeholders. The work led to standards for other neighborhoods throughout <br />the City. He thanked Mr. Lawless for his service on the Planning Commission and his work in fighting <br />sprawl and protecting neighborhoods as parts of the same battle and not opposing forces. <br />II. APPROVAL OF MINUTES—September 28, 2009 <br />Mr. Lawless offered the following correction: <br />Page 4, paragraph 4, should read: Mr. Lawless asked that the diagram not visually imply there <br />foot <br />was an expanse of 24.8 right-of-way increase along Franklin that was all pedestrian-oriented <br />building frontage development beyond that section. <br />Mr. Hledik, seconded by Mr. Duncan, moved that the minutes of the September <br />28, 2009 meeting be approved as amended. The motion passed unanimously, <br />6:0. <br />III. DOWNTOWN REVITALIZATION PUBLIC INVOLVEMENT <br />Ms. Hammond provided the staff report. She offered a PowerPoint presentation entitled Downtown <br />Public Involvement Plan and distributed a handout containing the PowerPoint slides. She directed <br />commissioners to project’s website, www.vibranteugene.org. <br />In response to a question from Mr. Carroll, Ms. Hammond stated the City Council reviewed the <br />downtown strategies on October 21, 2009 and directed staff to move forward with the project. <br />DRAFT MINUTES—Eugene Planning Commission October 26, 2009 Page 3 <br /> <br />
