single-family residence will increase from $1,146.50 to $1,458.17, a 27.2% increase. The requested
implementation date for the MWMC SDC modifications is January 1, 2010.

Council Action History
The regional wastewater SDC methodology was last modified by Resolution No. 4875, effective June
12, 2006. The last major update to Eugene SDC methodologies was in May, 2007, when the council
adopted the SDC Methodologies by Resolution No. 4900, updating the parks SDC methodology and
rates. Resolution No. 4900 has subsequently been amended by Resolution Nos. 4929 (inflationary
adjustment to Parks SDC rates effective April 3, 2008) and 4943 (inflationary adjustment to regional
wastewater SDC rates effective July 1, 2008). On May 26, 2009, the council approved Resolution No.
4977 implementing administrative fee adjustments with an amended effective date of January 1, 2010.
In addition, inflationary adjustments of SDC rates for the local wastewater, stormwater, and
transportation systems were adopted by Administrative Order No. 58-08-02-F, effective April 3, 2008,
and for regional wastewater SDC rates by Administrative Order No. 58-09-08-F, effective July 1, 2009.

RELATED CITY POLICIES
The cities of Eugene and Springfield and Lane County have established the MWMC to implement a
regional, inter-agency approach to wastewater treatment. The policy issue before the council is whether
to adopt by resolution a modified regional wastewater SDC methodology as requested by the MWMC.

COUNCIL OPTIONS

Not applicable, this is a public hearing only.

CITY MANAGER’S RECOMMENDATION

The City Manager recommends that the Mayor and City Council convene the public hearing. Action on
the resolution is scheduled for the November 23, 2009, City Council meeting.

SUGGESTED MOTION

No motion is necessary. Action on this resolution is scheduled for November 23, 2009.

ATTACHMENTS

A.
