<br />and, modification of the steps to develop the SDC Charge Schedule which classifies the strength <br />categories and rates for development types, including allowance for the update and adjustment of SDC <br />strength categories by the MWMC Industrial Pretreatment Program for the purpose of maintaining <br />consistency with user fee strength categories. <br /> <br />As a result of these proposed amendments to the regional wastewater SDC methodology, rates will <br />increase by approximately 19-27% depending on strength category. The regional wastewater SDC for a <br />single family residence will increase from $1,146.50 to $1,458.17, a 27.2% increase. The requested <br />implementation date for the MWMC SDC modifications is January 1, 2010. <br /> <br /> <br />RELATED CITY POLICIES <br />The cities of Eugene and Springfield, and Lane County, have established the MWMC to implement a <br />regional, inter-agency approach to wastewater treatment. Under terms of the MWMC <br />Intergovernmental Agreement, the cities must adopt rates as recommended by the commission or request <br />that the commission reconsider such a recommendation. The policy issue before the council is whether <br />to adopt by resolution a modified regional wastewater SDC methodology as requested by the MWMC. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The council can approve the resolution or direct the City Manager to prepare a written request to the <br />MWMC for reconsideration and return to the council at a future date. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends adoption of the resolution. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />Move to adopt Resolution No. 4991 amending systems development charge methodology for the <br />regional wastewater system; and amending Resolution No. 4900. <br /> <br /> <br />ATTACHMENTS <br /> <br />A.
