<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br />Action: Adoption of 2009 Natural Hazards Mitigation Plan <br /> <br />Meeting Date: November 23, 2009 Agenda Item Number: 2D <br />Department: Central Services/Risk Services Staff Contact: Joseph Rizzi <br />www.eugene-or.gov Contact Telephone Number: 682-5664 <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The cities of Eugene and Springfield expect to receive ‘pre-approval’ of the Multi-Jurisdictional Natural <br />Hazards Mitigation Plan (NHMP) plan from FEMA by the end of November 2009. In order to receive <br />formal approval of the plan by FEMA, the cities must adopt the plan via resolution. Formal approval by <br />FEMA will allow both cities to apply for federal disaster mitigation funds and grants. <br /> <br /> <br />BACKGROUND <br /> <br />The cities of Eugene and Springfield updated their Multi-Jurisdictional NHMP between July and <br />October 2009, through a regional partnership funded by the Federal Emergency Management Agency <br />(FEMA) Pre-Disaster Mitigation Competitive Grant Program. FEMA requires that these plans be <br />updated every five years. Plan development support was provided by the Oregon Partnership for <br />Disaster Resilience (OPDR) at the University of Oregon. The NHMP is non-regulatory in nature and <br />does not set forth new policy. <br /> <br /> <br />RELATED CITY POLICIES <br />The original Natural Hazards Mitigation plan was formally adopted in 2004 by Council Resolution No. <br />4814. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The council may normally adopt the updated 2009 Natural Hazards Mitigation Plan by resolution. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends adoption of the updated 2009 Natural Hazards Mitigation Plan in its <br />entirety. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />Move to adopt Resolution 4992 adopting the Eugene/Springfield Multi-Jurisdictional Natural Hazards <br />Mitigation Plan and replacing the plan adopted by Resolution No. 4814. <br /> <br /> <br /> Z:\CMO\2009 Council Agendas\M091123\S0911232D.doc <br /> <br />
