Flood # 4 <br />Proposed Action Item: <br />Alignment with Plan Goals: <br />Goals 1, 2, 3, 7 <br />For structures within the 100 year floodplain, explore mitigation <br />options with property owners upon request. <br />Rationale for Proposed Action Item: <br />Eugene and Springfield both have neighborhoods that are in the 100-year floodplain. However, not all <br />structures are at risk to floods because their main finished floor is above the base flood elevation, or other <br />flood mitigation factors have been developed for the structure. Nevertheless, some property owners that <br />are in the floodplain may want to develop mitigation measures to reduce their risk to floods. Providing <br />appropriate mitigation options with property owners upon their request will help inform property owners <br />on how to reduce their risk to floods and inform the cities of Eugene and Springfield on structures that <br />need flood mitigation. In addition, providing information with property owners upon their request reduces <br />the need for the cities of Eugene and Springfield to waste resources contacting all property owners in the <br />floodplain. <br />The Disaster Mitigation Act of 2000 requires communities to identify actions and projects that address <br />new and existing buildings and infrastructure [201.6(c)(3)(ii)]. Exploring and providing mitigation <br />options with property owners upon request will help to reduce the impact of floods on new and existing <br />buildings and infrastructure. <br />Ideas for Implementation: <br />Develop education and outreach materials regarding flood mitigation options to provide to property <br />owners who request it. <br />Coordinate flood mitigation options with Oregon Emergency Management to see if federal funding would <br />be available to pay for mitigation actions. <br />Consult with the city’s floodplain managers, if available, to develop appropriate mitigation strategies. <br />Consider posting flood mitigation options on the city website or hosting a public forum to educate <br />property owners about flood mitigation options. <br />Coordinating Organization: Eugene Building Permit Services, Springfield Development Services <br />Department <br />Internal Partners: External Partners: <br />Eugene/Springfield Planning, Public OEM, FEMA, DLCD, Lane County <br />Works, Engineering <br />Timeline:If available, estimated cost: <br />Short Term ()Long Term (2-4 or more years) <br />0-2 years <br />Ongoing <br />Form Submitted by: Eugene and Springfield Steering Committees <br />Action Item Status: Continued action item from 2004 plan with rewording. <br />
