Flood # 6 <br />Proposed Action Item: <br />Alignment with Plan Goals: <br />Goals 1, 2, 4, 5 <br />For locations with repetitive flooding and significant damages or <br />road closures, determine and implement mitigation measures such <br />as upsizing culverts or storm water drainage ditches <br />Rationale for Proposed Action Item: <br />Repetitive flooding can cause significant damage to roads and storm water infrastructure such as culverts, <br />and can lead to road closures and expensive repairs. In addition, erosion caused by flooding of roads can <br />degrade water quality. Identifying locations with repetitive flooding and developing appropriate <br />mitigation measures can reduce the risk of floods on roadways and improve water quality within the <br />Eugene/Springfield metro area. Depending on the location, mitigation measures can include upsizing <br />culverts or storm water drainage ditches. <br />The Disaster Mitigation Act of 2000 requires communities to identify actions and projects that address <br />new and existing buildings and infrastructure [201.6(c)(3)(ii)]. Developing and implementing flood <br />mitigation projects to address repetitive flooding and damage to roads can reduce the impact of floods on <br />critical infrastructure. <br />Ideas for Implementation: <br />Seek funding sources to help implement mitigation actions. Potential federal funding sources can be from <br />the Pre-Disaster Mitigation Program or the Flood Mitigation Assistance Program. Other potential sources <br />of funding include the Oregon Watershed Enhancement Board, which provides grants for improving <br />infrastructure that has a negative impact on watersheds and water quality. <br />Use the inventory developed in action item Flood # 5 to identify areas that need improvements and <br />prioritize mitigation projects. <br />Coordinate efforts, where needed, with the Oregon Department of Transportation and Lane County. <br />Incorporate projects into city Capital Improvement Plans to ensure their implementation and provide a <br />steady source of funding. <br />Coordinating Organization: Eugene/Springfield Public Works Departments <br />Internal Partners: External Partners: <br />Eugene/Springfield Planning, Local watershed councils, OEM, FEMA, Lane County <br />Neighborhood Associations <br />Timeline:If available, estimated cost: <br />Short Term () <br />Long Term (2-4 or more years) <br />0-2 years <br />4 years <br />Form Submitted by: Eugene and Springfield Steering Committees <br />Action Item Status: Continued action from 2004 plan. <br />
