Landslide #3 <br />Proposed Action Item: <br />Alignment with Plan Goals: <br />Goal 1, 2 <br />Use available data to determine areas and buildings at risk to <br />landslides and propose comprehensive and land use policies <br />accordingly. <br />Rationale for Proposed Action Item: <br />Depending on the type, location, severity and area affected, severe property damage, injuries and loss of <br />life can be caused by landslide hazards. In addition, landslides can damage or temporarily disrupt utility <br />services, roads, and other transportation / communication systems, including emergency response, fire, <br />medical, police, etc. Data showing landslide hazards is currently being developed from steep slope and <br />debris flow analyses, and can be used to determine areas and buildings at risk to landslide events. In <br />addition, where relevant, this data can be used to propose policies and regulations for comprehensive and <br />land use plans that can reduce the impact of landslide events to existing and future developments. <br />The Disaster Mitigation Act of 2000 requires communities to identify actions and projects that address <br />new and existing buildings and infrastructure [201.6(c)(3)(ii)]. Using steep slope and debris flow data to <br />determine areas and buildings at risk to landslides, and proposing policies accordingly, can reduce the <br />potential damage caused by landslide events. <br />Ideas for Implementation: <br />Improve knowledge of debris flow (rapid moving) landslide hazard areas. <br />Map steep slope areas. <br />Research existing community ordinances related to steep slope development. <br />Coordinating Organization: Eugene Planning Dept., Springfield Development Services Dept. <br />Internal Partners: External Partners: <br />Eugene Public Works Dept., Springfield DOGAMI <br />Public Works Dept <br />Timeline:If available, estimated cost: <br />Short Term ()Long Term (2-4 or more years) <br />TBD <br />0-2 years <br />2 years <br />Form Submitted by: Eugene and Springfield Steering Committees <br />Action Item Status: New 2009 action item <br />
