ATTACHMENT C <br />Eugene FMO conducts initial cause and origin investigations upon request of Operations <br /> Division, then defers all criminal fire investigations to Eugene Police. <br /> <br />Springfield FMO conducts initial cause and origin investigations upon request of Operations <br />Division and follows all criminal cases through to prosecution (as appropriate) in partnership with <br />Springfield Police. <br /> <br />Code Enforcement <br />: <br /> Code requirements regulate conditions that are likely to cause or contribute to fires or explosions, <br />endanger life or property if a fire occurs, or contribute to the spread of a fire. The intent of the code <br />is to regulate conditions related to the health, safety and welfare of the public; the fire fighters; and <br />other emergency responders called upon to conduct emergency operations in or on any building, <br />structure or premises. <br /> <br /> <br />Eugene FMOprimary focus is complaint-based, fraternity/sorority occupancies, permitted events, <br />state licensure, hazardous materials and fire protection systems. <br /> <br />Springfield FMO primary focus is annual inspections in all schools, Operational (Hazardous <br /> <br />Materials permit), fire protection systems, hospitals and state licensure. <br /> <br />Juvenile Fire setter Intervention: <br /> Services provided in this area are mandated by the State of Oregon as a component of the OSFM <br />Exempt Jurisdiction program as defined in OAR 837-039 (0001thru 0110). <br />Eugene FMO has two (2) Juvenile Fire Setter Interventionists, one of whom is an OSFM recognized <br />instructor. <br />Springfield FMO currently has one (1) Juvenile Fire Setter Interventionist 1. <br /> <br />Public Education: <br />Both offices offer education to businesses and civic groups and the extent of those efforts are either <br />enhanced or curtailed due to staffing and size of the community. Community outreach is limited to <br />nd <br />managing kindergarten and 2 grade class presentations and fire prevention week public events, as <br />well as other limited outreach to community groups and during inspection activities. <br /> <br />Certifications/Competencies: <br /> In 2006 the OSFM began the process of revising OAR Chapter 837, Division 039, Administration of <br />Fire Prevention Programs. Mandatory certification and training requirements for fire code <br />enforcement staff have been standardized throughout the State of Oregon. Both offices have fully <br />qualified staff. <br />Description of Cooperative Service Delivery Model: <br /> <br />Governance: <br /> The Fire Marshal will participate as a Deputy Chief of the department at the executive level <br />and will report directly to the Fire Chief. <br /> <br />Configuration: <br /> Fire Marshal from Springfield will be the Fire Marshal of this consolidated division of the <br />Fire Department. Eugene Fire Acting in Capacity Fire Marshal will revert to his normal rank and function <br />as Assistant Fire Marshal.
