ATTACHMENT C <br />Equipment Specifications: <br /> <br />Both cities: <br />The City of Eugene and The City of Springfield are required to carry a certain <br />inventory to be considered for licensure. There are a variety of differences in the equipment <br />that is carried by each agency but it is generally the same. See the attached spreadsheet for <br />more detail. <br />Description of Cooperative Service Delivery Model: <br /> Ambulance Service Area: <br /> The City of Eugene and The City of Springfield would continue to operate at current status <br />and petition the Lane County Commissioners to merge Ambulance Service Area 4 and 5. At <br />that time new boundary lines would be established. This ASA merger would encompass <br />2436 square miles. <br />Ambulance Service Licensure/Compliance: <br />Initially, The City of Eugene and The City of Springfield each would hold a separate <br />ambulance service license. We would apply to the state for a single ambulance license. <br />EMS Personnel: <br />As a merged organization there would be 242 Emergency Medical Technicians assigned to <br />staff line positions. In addition to the line positions, there are 14 certified personnel that <br /> <br />would staff administrative positions. <br />Physician Advisor: <br />As a merged organization we would have one physician advisor. The costs associated with a <br />Physician Advisor would most likely be neutral, both agencies currently pay for this service. <br />Protocols: <br />As a merged organization, we would have one physician advisor that would be a part of the <br />Lane County Medical Control Board which writes the standing orders for the county. The <br />physician advisor adopts the protocols from the Lane County Medical Control Board and has <br />the authority to make agency specific modifications. <br />Documentation: <br />As a merged organization, we would continue to use the Zoll electronic pre-hospital <br />reporting software for documentation. Merger would enhance our server capacity. <br />Decisions would need to be made as to how the stored data would be archived and retrieved. <br />Record Keeping/Security: <br />As a merged organization we would still be a HIPAA covered entity all EMS records are <br />confidential and must be kept in secure locations. Because we would use the Zoll electronic <br />pre-hospital reporting software for documentation the records would be held on servers <br />owned by the department. The records are also required to be maintained for a specific time <br />period. A system of Archive would have to be established for the new organization. <br />EMS Training: <br />As a merged department we would continue to use Centre-learn and would be able to <br />combine classes and instructors for the 24 hours of interactive required classes, we currently <br />accommodate some joint training now. This would allow us to have one EMS training <br />calendar; currently each department has developed its own training calendar for the next <br />recertification biennium. <br />EMS Training Records <br />Both cities: <br /> The City of Eugene and The City of Springfield are each required to keep <br />continuing education records for EMS Personnel.
