No presentation will be made. <br /> <br />ISSUE STATEMENT <br /> <br /> On June 1, 2009, the Joint Elected Officials (JEO) directed staff from Eugene, Springfield and Lane <br />County to develop a Metro Plan work plan, including timeline, cost estimates, and implications for <br />specific changes to the Metro Plan as recommended by the JEO subcommittee and further supplemented <br />by recommendations, if necessary, from each jurisdiction. The list from the JEO subcommittee and <br />subsequently approved by the JEO at their June 1 meeting, included the following subjects: <br /> <br /> <br />a.Overarching policies that identify and address regional issues. <br /> <br />b.Policies that allow for individual refinement plans for Eugene and Springfield to address <br />jurisdiction-specific issues. <br /> <br />c.Adjustments to the Metro Plan boundary and text to address jurisdictional specific issues arising in <br />the urbanizable areas and the area outside the urban growth boundary. <br /> <br />d.A dispute resolution process that reflects the changes described in a-c. <br /> <br />Following the June 1 JEO meeting, staff from Springfield, Lane County and Eugene met with their <br />respective elected officials and determined that no additional issues should be included in the Metro Plan <br />work plan. <br /> <br />Based on this direction from the elected officials and in consideration of the County’s regional issues, <br />staff has developed a work plan (Attachment A, Metro Plan Work Plan Overview) that identifies: <br /> <br /> <br />1.Specific regional issues to be addressed. <br /> <br />2.General approach to resolve these issues. <br /> <br />3.Metro Plan chapters and sections that will need to be updated. <br /> <br />Also attached is a diagram showing the individual jurisdictions’ implementation of HB 3337, Lane <br />County’s related tasks and regional transportation-related work. <br /> <br />Since no presentation will be given at this meeting, planning directors will be prepared to make a <br />presentation at the next JEO meeting on February 26, 2010. <br /> <br /> <br />Z:\CMO\2009 Council Agendas\M091207\S0912073.doc <br />
