RESOLUTION NO. 4994 <br />A RESOLUTION CONCERNING THE EUGENE COMPREHENSIVE LANDS <br />ASSESSMENT PROJECT’S BUILDABLE LAND INVENTORY, ANALYSIS OF <br />HOUSING NEED AND 20-YEAR NEED DETERMINATION. <br /> The City Council of the City of Eugene finds that: <br />A. <br /> In 2007, the Oregon Legislature passed House Bill 3337 requiring that the City of <br />Eugene establish an urban growth boundary (“UGB”) that does not include the City of <br />Springfield. The first steps in the process required by House Bill 3337 are the completion of an <br />inventory of Eugene’s buildable land supply, a determination of the housing capacity of that <br />land, an analysis of housing need to determine of the number of units and amount of land needed <br />to meet Eugene’s 20-year housing need. <br />B. <br /> Based on Oregon laws, rules and judicial orders, the City is prohibited from <br />making a final decision to adopt the inventory, analysis and determination discussed in A, above, <br />until the City can demonstrate that its new, Eugene-only Urban Growth Boundary will contain <br />sufficient land to accommodate the identified 20-year need for housing. <br />C. <br /> The Eugene Comprehensive Land Assessment (“ECLA”) project has completed <br />draft documents constituting an inventory of Eugene’s buildable land supply, a determination of <br />the housing capacity of that land, an analysis of housing need and a determination of the number <br />of units and amount of land needed to meet an estimated 20-year housing need. <br />D. <br /> By April, 2010, the City Council intends to finish its review and refinement of the <br />ECLA inventory of Eugene’s buildable land supply, determination of housing capacity, analysis <br />of housing need and determination of the number of units and amount of land needed to meet an <br />estimated 20-year housing need. The April 2010 action will constitute an interim step in the <br />longer process of adopting a new, Eugene-only UGB that is planned to conclude by the end of <br />February 2011. <br />NOW, THEREFORE, <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br />Section 1 <br />. The City Council hereby accepts the draft inventory of Eugene’s buildable <br />land supply, determination of the housing capacity of that land, analysis of housing need and <br />determination of the number of units and amount of land needed to meet Eugene’s 20-year <br />housing need that have been prepared through the Eugene Comprehensive Land Assessment <br />project. These documents are attached as Exhibit A to this Resolution. The City Council intends <br />to review and refine those materials in April, 2010. <br />Resolution - Page 1 of 2 <br />
