RESOLUTION NO. 3LOWA_ <br />A. RESOLUTION ADOPTING THE WEST UNIVERSITY <br />REFINEMENT PLAN AND AMENDMENTS THERETO. <br />The City Council of the City of Eugene finds that: <br />In January, 1977, the Eugene Planning Commission began a re- <br />finement study of the Eugene -- Springfield Metropolitan Area General <br />Plan for the West University Neighborhood, an area defined by <br />Franklin Boulevard and Broadway on the north; 18th to Patterson, <br />Patterson to 19th Avenue, and 19th Avenue to Willamette Street on <br />the south; the University of Oregon on the east; and Willamette <br />Street to llth Avenue, llth Avenue to Pearl Street, and Pearl <br />Street to Broadway on the west. <br />A planning team was formed to work with City staff in develop- <br />ing the refinement plan. Membership on the planning team included <br />six representatives of the west University Neighborhood organiza- <br />tion, and one representative each of downtown businesses, campus - <br />area businesses, Sacred Heart Hospital., Northwest Christian College, <br />the University of Oregon, and churches in the plan area. <br />In March, 1977, the South University Neighborhood Association <br />requested a refinement plan for their neighborhood. The Planning <br />commission elected to add a portion of the South University Neigh- <br />borhood Association area located between 18th and 20th Avenues and <br />Agate and Patterson Streets to the West University Refinement Plan <br />area because the issues were similar. A representative of the <br />South University Neighborhood Association was added to the planning <br />team at that time. <br />In April, 1981, a draft West University Refinement Plan was <br />mailed to all property owners and all addresses within the plan <br />boundaries. <br />The neighborhood associations held public hearings on the re- <br />finement plan draft on April 13 and 15, 1981, On May 7, 1981, the <br />West University Neighbors adopted the draft refinement plan with <br />certain recommendations for modifications thereof, On May 20, <br />1981, the South University Neighborhood Association voted to not <br />support the draft refinement plan. <br />The Eugene Planning Commission held public hearings on the <br />West University Refinement Plan draft on June 2 and 16, 1981, <br />After work sessions to consider the plan and proposed revisions, <br />the Planning Commission held an additional public hearing on Nov- <br />ember 10, 1981, to provide an opportunity for further public testi- <br />mony. The Planning Commission took action at its meeting of <br />November 30, 1981, to recommend a revised version of the West Uni- <br />versity Refinement Plan for adoption by the City Council, <br />Resolution - 1 <br />
