(c) Annexation and urban development wi11 only <br />occur upon satisfactory provision of urban services. <br />50 LCDC Coal 11 (Public Facilities and Services), <br />(a) The timing and costs of public services ex- <br />tensions to the Willow Creek Basin are discussed at <br />pp. 5 - 7 of the July 21, 1982 staff report incorpor- <br />ated herein. <br />(b) The City of Eugene is committed in its <br />capital improvements program to provision of sanitary <br />sewer service to this area in the near future, <br />( c ) The alternative mechanisms for payment of <br />these capital expenses are discussed in the staff re- <br />port and include : payment from the general fund, a <br />capital improvements tax increment district or a spe- <br />cial systems development charge. It is reasonable <br />to expect additional property tax revenues from devel- <br />opment within the Basin as that urbanization progresses. <br />(d) Development of the Willow Creek Basin will <br />be less costly than development of other areas within <br />and outside the City to the immediate north, to the west, <br />or to the south - southeast. To the extent land must be <br />available for additional economic growth, the Willow <br />Creek Basin is a logical and economic place for that <br />growth to occur. <br />Attachment B - Page 5 . <br />
