This <br />policy recognizes that under Eugene's planned unit development <br />regulations, a variety of structure types and other neighborhood uses <br />such as "neighborhood commercial" are allowed in any residential <br />areas." <br />8. Page 19, under Public Resource Node discussion, change second <br />sentence to read as follows, "while these types of facilities are <br />generally available within the community, this proposal conceives of <br />them being clustered in one area and located in ,proximity to other <br />hi h- intensity land uses in the Basin" . <br />9. Page 25, under Plants and Wildlife, change the first sentence in the <br />second paragraph to read, "At least three rare plants (including the <br />Aster curti s) do exist in the wet natural resource area of the Basin <br />(see Map H)." <br />10. Page 23, Under Discussion of Size, change second sentence to read, <br />"The special light industrial site in Alternative #2 is split into <br />approximately (two 50 . acre pieces) sixteen separate arcel s, possibly <br />rendering it less desirable by a potential major firm. <br />11. Map E in the draft document, change to include footnote for Public <br />Resource Node, and addition of high-density residential south of <br />commercial designation (see revised Map E attached) . <br />12. Modify Map B in the draft Willow Creek special Area Study to show <br />Eugene's City limits line (see revised Map B attached) . <br />13. In the analysis of consistency with Statewide Goals, add a new <br />paragraph to the Goal 5 discussion which would read as follows: <br />Early annexation of the industrially designated land and <br />wetlands area is to fulfill the local oal s of provi-di ng a <br />sufficient su ly of development-ready industrial l and and to <br />p rotect a Goal 5 resource As Land Use Pol i cy 2 provi <br />conversion of the remainder of the basin from urbani zabl e to <br />urban 1 and wi l I be deferred <br />Addition of this paragraph will strengthen the Goal 5 analysis. <br />III. Modifications Re By Council <br />The following modifications are staff proposals in response to Council <br />direction at the meeting of Ju ly 14. p <br />1. Change Policy E--3 (page In of the draft report) to read: <br />(The City of Eugene shall encourage annexation of the wetlands <br />area and properties under contiguous ownership in order to <br />facilitiate agreements for public management between the <br />property owners and The Nature Conservancy.
