Addi ti onal <br />background information for the of i ci es as well as further <br />discussion of the land use alternatives and el ements of the <br />Wi llow creek Basin , are found in the latter sections 6 the <br />Study Policies are adopted by the City Council as _guidance for <br />decision-makin related to the Plan area � Ci ty programs <br />actions and decisions such as zone changes traffic pat tern <br />changes, and capital improvements, will be evaluated on the <br />basis of their ability to implement these policies as well as <br />other adopted city goals and pol i ci Because they are ado ted <br />by the Council as the City's guide for action , op _l i ci es are the <br />most important statements in the Study <br />7. On pages 5 and 6, modify the explanatory paragraph as follows, <br />"On property with slopes and elevations which fit criteria to <br />apply planned unit development procedures outlined in the South <br />Hills Study, the PUD procedures (should) shall i ncl ude <br />direction to. 1) mi nimize the effects of development on visual <br />assets; 2) cluster development away from potential and <br />identified problem soils, slopes and geologic conditions; and <br />3) maximize retention of existing vegetation. On properties in <br />or adjacent to designated natural areas, the PUD procedures <br />(should) shall include direction to: 1) transfer residential <br />densities from natural resource areas to buildable portions of <br />tax lots; 2) control storm drainage --- quantity and quality -- <br />consequences on the natural area; and 3) use buffering <br />techniques such as vegetative landscape barrier or fencing to <br />protect the natural resource values of the site. On properties <br />bordering stream courses, the PUD, cluster subdivision or site <br />review procedures (should) shall include direction for <br />retention of natural vegetation and buffering of the stream <br />courses from development. This policy recognizes that under <br />Eugene's planned unit development regulations, a variety of <br />structure types and other neighborhood uses such as <br />"neighborhood commercial" are allowed in any residential <br />areas." <br />-3- <br />
