3 <br />Neighbors, the Far west Neighborhood Association, and members of <br />the public. <br />The Planning commission and City council have reviewed the <br />Jefferson /Far west Refinement Plan, and based on the findings there- <br />in and the public testimony before the Planning Commi ssion and the <br />council, the city Council finds that the Jefferson /Far west Refine- <br />ment Plan is consistent with the Eugene -- Springfield Metropolitan <br />Area General Plan, the community Goals and Policies, and the State- <br />wide Planning Goals. <br />Now, therefore, based on the above findings, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY of EUGENE, a. <br />Municipal corporation of the State of Oregon, as follows <br />Section 1 . The policies set forth in the Jefferson /Far West <br />Refinement Plan are hereby adopted as a refinement of the Eugene - <br />Springfield Metropolitan Area General. Plan for the plan area. <br />Section 2, The Land Use Diagram included in the Jefferson /Far <br />West Refinement Plan is hereby adopted as a refinement of the <br />Eugene - Springfield Metropolitan Area General Plan diagram. The <br />explanatory text discussing each segment of the Land Use Diagram is <br />recognized as clarifying and providing further explanation of the <br />intent of the Metro Plan diagram. <br />Section 3. The implementation strategies set forth in the <br />Jefferson /Far 'hest Refinement Plan are recognized as potential <br />means of addressing adopted policies but are not adopted as City <br />policy. <br />Section 4. The revisions and errata of January 12, 1983, as <br />set forth in Attachment A attached hereto and incorporated herein <br />by reference are adopted as revisions to be incorporated in the <br />Jefferson /Far west Refinement Plan. <br />Section 5. The city Council hereby adopts as additional findw- <br />ings, the supporting text, maps, graphs, and tables contained in <br />the Jefferson /Far West Refinement Plan and the Jefferson /Far west <br />Refinement Plan Appendix. <br />Section G.
