<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Appointment to Lane Regional Air Protection Agency <br /> <br /> <br />Meeting Date: January 25, 2010 Agenda Item Number: 2C <br />Department: City Manager’s Office Staff Contact: Beth Forrest <br />www.eugene-or.gov Contact Telephone Number: 682-5882 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This is an action item to appoint a Eugene representative to the Lane Regional Air Protection Agency <br />(LRAPA) Board of Directors. <br /> <br /> <br />BACKGROUND <br /> <br />Interim appointments are made, when needed, to various boards, committees, and commissions outside <br />the regular annual recruitment process. A vacancy on the Lane Regional Air Protection Agency board <br />was created when Kit Kirkpatrick resigned her position in fall 2009. A mid-term recruitment that was <br />subsequently conducted and publicized by LRAPA and City Manager’s Office staff resulted in two <br />applications being submitted. <br /> <br />The Lane Regional Air Pollution Authority sets and adopts policy for operation and makes <br />recommendations on issues directly related to air quality in Lane County. The City of Eugene has four <br />positions: one elected official and three citizen at-large positions. Citizen members serve three-year <br />terms; the elected official appointment is made each year. <br /> <br />The Mayor nominates and the council appoints the at-large citizens. Both candidates who submitted <br />applications were interviewed by the Mayor on January 13, 2010. <br /> <br /> <br />RELATED CITY POLICIES <br />No policy issues are related directly to this action. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The City Council can vote to approve the nominee; it can also request additional information or <br />background on the applicant and delay the vote, or reject it entirely. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends approval of the proposed nomination. <br /> <br /> <br /> <br /> Z:\CMO\2010 Council Agendas\M100125\S1001252C.doc <br />
