He said the Legislature had built in what he termed to be “an inflation factor” on step statutes. He noted that <br />the base levels of value of property had been in place for about ten years. <br /> <br />Councilor Clark predicted that the City would be doing more and more to compensate for what the County could not <br />do. He thought that the County at present would not be able to do much if someone stole $800 in property because <br />they did not have the capacity, but the City might be able to prosecute because of its municipal jail beds. He was <br />bothered that they were doing the County’s job, but he indicated he would support it because it would help the local <br />citizens be safer. <br /> <br />Mayor Piercy noted that the City was obligated to align its own codes with state laws. <br /> <br />Councilor Zelenka, seconded by Councilor Clark, moved that the City Council adopt Council Bill <br />5019, an ordinance concerning Offenses and State Traffic Laws. ACTION: <br /> <br /> Infill Compatibility Standards <br />An Ordinance Concerning Parking Requirements for Multi-Family Housing; Amending the West Universi- <br />ty Refinement Plan; and Amending the Eugene Code; <br />An Ordinance Concerning Building Height in the University Area and Amending the Eugene Code; <br />An Ordinance Establishing the Jefferson-Westside Special Area Zone (S-JW); Applying that Zone to <br />Specific Properties; Amending the Jefferson-Far West Refinement Plan; Amending the Westside Neigh- <br />borhood Plan; and Amending the Eugene Code <br /> <br />Mr. Ruiz thanked the community members and staff who had worked on the Infill Compatibility Standards (ICS) <br />recommendations. He said when they arrived at the portion of the code regarding height limitations there would be <br />some continued discussion. <br /> <br />Councilor Clark thanked the staff and City Manager for bringing the stakeholders together to work on the resulting <br />compromise. <br /> <br />Councilor Zelenka, seconded by Councilor Clark, moved that the City Council adopt Council Bill <br />5014, an ordinance concerning parking requirements for multi-family housing and amending the <br />West University Refinement plan. <br /> <br />Councilor Zelenka wanted to add back what the Planning Commission had recommended regarding tandem parking. <br /> <br />Councilor Zelenka, seconded by Councilor Brown, moved that the following sentence be inserted af- <br />ter the first sentence in subsection 9.6410(1)(c) and preceding the parenthetical reference to Figure <br />9.6410(1)(c): <br /> “Those tandem spaces may only be located in an underground parking area or at least 30 feet <br />from a public street within a parking area that can be accessed only from an alley.” <br /> <br />Councilor Ortiz asked where the number of feet had come from.
