It would be difficult, complex and very time- <br />consuming (aka expensive) for staff to perform life cycle analyses for each of the <br />thousands of goods the City purchases or are used by contractors under contract with the <br />City each month to determine if the manufacturing process for each good, the use of each <br />good and the disposal process for each good will have a positive effect on reduction of <br />greenhouse gases. <br />HB 3608 <br />Relating Clause: Relating to tax treatment of waste materials; creating new provisions; amending <br />ORS 215.203, 215.213, 215.283, 308A.056, 314.752, 315.141, 318.031, and <br />469.790; and prescribing an effective date. <br />Title: Establishes tax credit for transportation of woody biomass from forest <br />management operations to biofuel producer. Establishes tax credit for biomass <br />electrical generation based on kilowatt hours of electricity produced. Establishes <br />tax credit for purchase of equipment to collect or process waste materials or to <br />manufacture product from waste materials. Applies to tax years beginning on or <br />after January 1, 2010. Directs State Department of Energy to conduct study of <br />biomass facility sites in state.
