<br /> <br />Project #4 Parking <br />What: To be discussed at the City Council work session on February 17, 2010. <br />Funding Recommendation: To be determined at or after February 17, 2010 work session. <br />How Much: To be determined at or after February 17, 2010 work session. <br /> <br />Project #5 Green Infrastructure <br /> <br />What: Building retrofits (steam conversion) and electric vehicle charging stations. <br />Funding: Grant funds. <br />How Much:The City has existing federal grant funds of $300,000 for building retrofits. <br /> <br /> <br />Project #6 Business Assistance & Housing <br /> <br />What: Building improvements matching grant program and, for housing projects only, a credit <br />pool for System Development Charges and building permits and grants for site preparation and <br />improvement. <br />Funding: The Downtown Revitalization Loan Program will continue to be available for properties <br />within the Downtown Urban Renewal District, with a current available balance of $1.8 million. <br />How Much: Current available balance of $1.8 million. <br /> <br />Project #7 Arts & Entertainment District <br /> <br />What: Farmers’ Market space improvements. <br />Funding Recommendation: Urban renewal. <br />How Much: $500,000 <br /> <br />Project #8 Beam/Centre Court <br />What: Redevelopment of the Centre Court building at Willamette and Broadway. <br />Funding: HUD 108, Brownfield Economic Development Initiative dollars, Downtown <br />Revitalization Loan Program. <br />How Much: $7.3 million committed (subject to HUD approval). <br /> <br />Additional follow up from 1/11 Work Session <br />VA Clinic: <br />The January 28 packet included recent correspondence with the VA to support a Eugene <br /> <br />site. Staff will continue to update the council as information is received. <br /> <br />Saturday/Farmers’ Market Fees: <br /> Based on feedback received from the council, beginning with the <br />2010 season, the Lane County Farmers’ Market and Saturday Market will no longer pay the City to <br />lease the public right of way. The combined value of the lease is $4,500, with nearly all the foregone <br />revenue absorbed by the Parking Fund. <br /> <br />Urban Renewal: <br /> Should the Downtown Urban Renewal District cease to operate, the City would <br />receive an additional $810,000 in FY11. <br /> <br />As noted above, part of the recommended funding strategy for the Downtown Safety Initiative, as well <br />as the LCC, Farmer’s Market and VA projects, is the use of urban renewal dollars. The manager is <br />recommending that the council begin the process for considering an amendment to the downtown <br />urban renewal plan, with the amendment to include (a) limiting future projects to only these projects; <br /> <br /> <br />
