ADMINISTRATIVE ORDER N0.21-10-01 <br />of the City Manager <br />DELEGATING AUTHORITY TO ADMINISTER PROVISIONS OF SECTIONS <br />2.939 AND 2.945 OF THE EUGENE CODE, 1911 ~TO THE EXECUTIVE <br />DIRECTOR OF THE PLANNING AND DEVELOPMENT DEPARTMENT. <br />The City Manager of the City of Eugene finds that: <br />A. Under the provisions of Chapter IV, Section 116 of the Eugene Charter of 2442, <br />the City Manager is designated as the administrative head of the City, and is specifically <br />authorized to appoint and remove all employees except as otherwise provided in the Charter}, <br />and to enforce all ordinances of the City. . <br />B. Sections 2.939 and 2.945 of the Eugene Code, 1971, require that the City <br />Manager review and make written recommendations upon applications submitted for low- <br />income rental housing property tax exemptions and for multiple-unit property tax exemptions. <br />These duties are administrative and, therefore, it would be more efficient to delegate them to the <br />Executive Director of the Planning and Development Department. <br />NOW, THERFORE, <br />The City Manager of the City of Eugene Orders and Directs that: <br />1. The above findings are adopted. <br />2. The Executive Director of the Planning and Development Department of the City <br />of Eugene is authorized to carry out my duties of reviewing and making written <br />recommendations upon applications submitted for [ow-income rental housing property flax <br />exemptions and for multiple-unit property tax exemptions under Sections 2.939 and 2.945 of the <br />Eugene Code, 1971. <br />3. The Executive Director of the Planning and Development Department is <br />authorized to delegate any of the duties or responsibilities delegated in this Order to such <br />person or persons qualified to perform the delegated duties upon finding that it would be more <br />efficient and in the public interest to do so. <br />i n f authort contained in this Order shall be construed to extend <br />4.
