ADMINISTRATIVE ORDER N0.21-10-01 of the City Manager DELEGATING AUTHORITY TO ADMINISTER PROVISIONS OF SECTIONS 2.939 AND 2.945 OF THE EUGENE CODE, 1911 ~TO THE EXECUTIVE DIRECTOR OF THE PLANNING AND DEVELOPMENT DEPARTMENT. The City Manager of the City of Eugene finds that: A. Under the provisions of Chapter IV, Section 116 of the Eugene Charter of 2442, the City Manager is designated as the administrative head of the City, and is specifically authorized to appoint and remove all employees except as otherwise provided in the Charter}, and to enforce all ordinances of the City. . B. Sections 2.939 and 2.945 of the Eugene Code, 1971, require that the City Manager review and make written recommendations upon applications submitted for low- income rental housing property tax exemptions and for multiple-unit property tax exemptions. These duties are administrative and, therefore, it would be more efficient to delegate them to the Executive Director of the Planning and Development Department. NOW, THERFORE, The City Manager of the City of Eugene Orders and Directs that: 1. The above findings are adopted. 2. The Executive Director of the Planning and Development Department of the City of Eugene is authorized to carry out my duties of reviewing and making written recommendations upon applications submitted for [ow-income rental housing property flax exemptions and for multiple-unit property tax exemptions under Sections 2.939 and 2.945 of the Eugene Code, 1971. 3. The Executive Director of the Planning and Development Department is authorized to delegate any of the duties or responsibilities delegated in this Order to such person or persons qualified to perform the delegated duties upon finding that it would be more efficient and in the public interest to do so. i n f authort contained in this Order shall be construed to extend 4.
