Agenda Item #4: General Discussion <br /> <br />Background <br />This memorandum provides information on a number of strategic issues that EWEB staff is <br />actively involved with, often in coordination with city staff. Many other joint endeavors are <br />under way; this memo merely highlights some of the more timely projects. While the issues <br />described are not the focus of the two staff presentations planned for the joint work session, there <br />will be an opportunity for open discussion towards the end of the meeting. Staff invites <br />questions regarding these topics or other issues of interest at that time. <br /> <br />Roosevelt Operations Center Status <br />EWEB is continuing construction of the new Roosevelt Operations Center at Roosevelt <br />Boulevard and Beltline Road. The new facility will house EWEB’s water and electric utility <br />construction, operations and engineering departments. For now, Customer Service and <br />administration employees will remain in the current headquarters building along the Willamette <br />River. <br /> <br />Project construction work, which started in June 2008, is on schedule. Much of the project site <br />work, including initial work on reconstruction and development of the on-site wetlands, was <br />completed in 2008. Additional planting will be completed this year. The building foundations <br />and structures were completed in 2009 and work is now proceeding on electrical, mechanical, <br />and plumbing systems and building finishes and equipment. Final paving work in the equipment <br />yard, access road and employee parking area will be completed this summer. Completion of the <br />project is expected by December 2010. <br /> <br />Sustainable building practices continue to be a key goal of the Roosevelt project: <br />? <br /> <br />The project is currently expected to achieve LEED (Leadership in Energy and <br />Environmental Design) Gold certification. <br />? <br /> <br />The project will include solar hot water equipment (solar thermal) and solar PVs <br />(approximately 74 KW) and will comply with Oregon HB 2620, which requires at least <br />1.5% of the building construction costs be allocated to solar technology. <br />? <br /> <br />The project also includes an “eco-machine” that will treat wastewater from the facility on <br />site, avoiding the need to connect to the public sanitary sewer system. <br />? <br /> <br />The public parking and fleet areas will have charging facilities for electric vehicles. <br /> <br />Completion costs for the Roosevelt project are currently estimated to be $72 million, which is <br />substantially less than the $83.5 million project budget approved by the EWEB Board and the <br />City Council in early 2008.
