<br />There is sufficient evidence to show that the subject property was not included in the RLS supply <br />analysis. The RLS states that it assumed that 32 percent of residential land would be used for non- <br />residential uses, and that lands used for non-residential uses, such as commercial, were subtracted <br />from the available amount of buildable land. According to the applicant’s narrative (page 7 of the <br />Metro Plan narrative), the subject property has been developed with a non-residential, office use <br />since the 1960s. City records confirm that the property has been in a non-residential use since <br />prior to the residential lands supply analysis. Because the subject property was not included as <br />residential land in the RLS, the proposed amendment does not affect the residential land supply <br />and is, therefore, consistent with Goal 10. <br /> <br />Based on the findings above, the amendment is consistent with Statewide Planning Goal 10. <br /> <br />Goal 11 - Public Facilities and Services: To plan and develop a timely, orderly and efficient <br />arrangement of public facilities and services to serve as a framework for urban and rural <br />development. <br /> <br />The area affected by the amendments is located inside the City limits. The existing level of public <br />facilities and service is adequate to serve the needs of existing and future development. The site is <br />currently developed with an office building and a parking lot, and is fully served. If the property is <br />redeveloped in the future, existing City land use regulations ensure that provision of public <br />facilities and services is addressed in the context of any future development proposal. The <br />proposed amendment does not significantly affect the planning or development of future public <br />facilities or services. Based on this, the amendment is consistent with Statewide Planning Goal 11. <br /> <br />Goal 12 - Transportation: To provide and encourage a safe, convenient and economic <br />transportation system. <br /> <br />Goal 12 is implemented through the Transportation Planning Rule (TPR), as defined in Oregon <br />Administrative Rule OAR 660-012-0000, et seq. The Eugene-Springfield Metropolitan Area <br />Transportation Plan (TransPlan) provides the regional policy framework through which the TPR is <br />implemented at the local level. The TPR (OAR 660-012-0060) states that when land use changes, <br />including amendments to acknowledged comprehensive plans, significantly affect an existing or <br />planned transportation facility the local government shall put in place measures to assure that the <br />allowed land uses are consistent with the identified function, capacity and performance standards <br />(level of service, volume to capacity ratio, etc.) of the facility. <br /> <br />To address the TPR, the applicant submitted a Traffic Impact Analysis (TIA), dated August 14, 2009, <br />and a letter with revised analyses and tables on November 18, 2009, both prepared by Access <br />Engineering. City Public Works staff were consulted in the scoping and development of the TIA <br />and generally agree that the analysis methods used in the TIA materials are acceptable. The TIA <br />th <br />included analysis of the intersections of Willamette Street at 24 Avenue and Willamette Street at <br />ththth <br />24 Place. Willamette Street is classified as a minor arterial; 24 Avenue and 24 Place are both <br />classified as local streets.
