(Policy A.22) <br /> <br />While the applicant provides findings noting that the proposal is consistent with this policy, this <br />policy is directed at the local jurisdictions that govern the local zoning and development. This <br />policy is not applicable to the development. <br /> <br />B. Economic Element <br /> <br />Continue to evaluate other sites in and around Springfield and Eugene for potential light- <br />medium industrial and special light industrial uses, as well as potential residential uses. <br />Policy B.24 <br /> <br />The applicant notes that given the location, the property could request any of the above <br />designations but given the existing low-density zoning of the property the low-density designation <br />was found to be appropriate. It is noteworthy that the policy only asks for continued evaluation for <br />potential other uses but does not require those uses. Environmental Resources Element <br /> <br />Wetland, riparian corridor, or wildlife habitat sites inside the UGB identified after the <br />adoption of the applicable Goal 5 inventory of significant sites, that have not been <br />previously considered for inclusion in the inventory, shall be addressed in the following <br />manner: … (Policy C.13) <br /> <br />The subject site was considered for inclusion, and a portion of the site was included, into the City’s <br />Goal 5 inventory as previously described. A portion of the site was identified as a “Scenic Area” in <br />the April 12, 1978 Scenic Sites Working Papers, Figure H2, which is included as part of the City’s <br />adopted Goal 5 inventory. Since this site has been identified, considered and already included in <br />the Goal 5 inventory, the above policy is met. <br /> <br />When planning for and regulating development, local governments shall consider the need <br />for protection of open spaces, including those characterized by significant vegetation and <br />wildlife.
