<br />(4)The proposed zone change is consistent with the applicable siting requirements set out <br /> <br />for the specific zone in: <br /> (f) EC 9.2735 Residential Zone Siting Requirements. <br /> <br />The applicant is requesting to add the /SR Site Review overlay. There are no applicable siting <br />requirements for this overlay or the existing zoning of R-1, Low Density Residential zones; <br />therefore, this criterion does not apply. <br /> <br /> (5) In cases where the NR zone is applied based on EC 9.2510(3), the property owner shall <br />enter into a contractual arrangement with the city to ensure the area is maintained as a <br />natural resource area for a minimum of 50 years. <br /> <br />The NR zone is not requested or applicable in this instance. Therefore, the above criterion is <br />inapplicable. <br /> <br />Conclusion <br /> <br />Based on the available information and materials in the record, and the above findings, the <br />proposal is found to be consistent with the applicable approval criteria without the addition of the <br />Site Review (/SR) zoning overlay, subject to the following condition of approval: <br /> <br />1.The development on the subject site is limited to a maximum of 29 single family units or a <br /> <br />combination of uses that results in an equivalent or lesser number of maximum peak hour <br />vehicle trips (not to exceed 35 pm peak hour trips); based on the Trip Generation Manual <br />from the Institute of Transportation Engineers (ITE). The City may allow development <br />intensity beyond this maximum number of peak hour vehicle trips only if the applicant <br />submits to the City and ODOT a traffic impact analysis that demonstrates that the proposed <br />intensification of use would be consistent with the Transportation Planning Rule (TPR) at <br />OAR 660-12-0060.
