<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br />Action: An Ordinance to Redesignate and Rezone “South Willamette Properties” for <br />General Office Use by Amending the Eugene-Springfield Metropolitan Area General <br />Plan Diagram; Amending the South Willamette Subarea Plan Diagram and Text; and <br />Amending the Eugene Zoning Map (City Files MA 09-5, RA 09-1 and Z 09-3) <br /> <br /> <br />Meeting Date: March 8, 2010 Agenda Item Number: 3 <br />Department: Planning and Development Staff Contact: Ann Siegenthaler <br />www.eugene-or.gov Contact Telephone Number: 541/682-5452 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The City Council is scheduled to take action on the request to amend the Metro Plan and the applicable <br />refinement plan, and approve a concurrent zone change for South Willamette Properties. <br /> <br /> <br />BACKGROUND <br />This plan amendment and zone change request is for property located at 2440 Willamette Street on the <br />northwest corner of Willamette Street and 24th Place (maps are included in the attached draft <br />ordinance). The half-acre property is fully developed with an existing medical health facility and <br />associated parking. <br /> <br />Approval of the applicant’s request would: re-designate the property from High Density Residential to <br />Commercial on the Metro Plan land use diagram; amend the land use diagram and text in the South <br />Willamette Subarea Study to clarify that the subject property is appropriate for office use (GO zoning); <br />and rezone the property from R-3 Limited High Density Residential to GO General Office. While <br />medical health facilities are allowed under the current plan designation and zoning, the applicant is <br />requesting the change in order to expand the types of office uses that can use the existing commercial <br />building. Approval of the requests would allow future use and development of the site for general office <br />purposes. <br /> <br />On February 16, 2010, the City Council held a public hearing on this proposal. At the public hearing, <br />testimony was received from the applicant and the applicant’s representatives in favor of the <br />amendments. No other testimony was received during the council hearing, and the record was closed at <br />the end of the public hearing. Additional background information regarding the Planning Commission’s <br />recommendation for approval and other materials from the public record are included under separate <br />cover, and available for review in a binder located at the City Council Office. <br /> <br />Approval of a plan amendment requires the City to adopt an ordinance. To comply with the City Charter <br />requirements for ordinances, a draft ordinance approving the requested plan amendment has been <br />prepared and is attached for reference (Attachment A).
