Combined with the Chapter 7 Ordinance for designing and constructing access <br />connections, the proposed access management standards are regulations designed for increasing the <br />safety and efficiency of the city’s arterial and collector street system. <br /> <br /> <br />BACKGROUND <br /> <br />A City Council public hearing on this item was held Tuesday, February 16, 2010. The Access <br />Connection Location Requirements, Special Setbacks, and Street Width ordinance includes proposed <br />land use related code amendments initiated to balance safe and efficient roadway operation against the <br />need to provide ingress/egress for developed lands adjacent to the roadway system. Implementing <br />access management code revisions will reduce and separate the conflict points along the arterial and <br />major collector streets by managing access connections and protecting intersection influence areas. <br /> <br />Four related land use code corrections and clarifications are included with access management <br />revisions. The four elements include clarification of arterial/collector street special setback standards, <br />correction of traffic impact analysis application requirements, temporary surfacing permit clarifications, <br />and clarification of alley width standards in existing developed areas. <br /> <br />The council raised several questions regarding access management and application of the standards. <br /> <br />No one testified at the public hearing and no written testimony was received. <br /> <br /> <br />RELATED CITY POLICIES <br />Implementation of proposed access management code revisions described in this agenda item statement <br />is supportive of the 2002 TransPlan Goals and Objectives, 2009 Council Transportation, Sustainability, <br />and Neighborhood Empowerment Goals, and many neighborhood refinement plans which include <br />transportation and safety-related policies.
