Mr. Alsup noted that the Use of Force Committee was expected to finalize its recommendations and <br />present them at the Police Commission's January or February meeting. <br />Mr. Zelenka requested a copy of the current EPD Taser policy as well as the materials and statistics that <br />had been reviewed by the Use of Force Committee as they developed their Taser policy <br />recommendations. <br />Ms. Piercy, responding to a request for clarification from Ms. Taylor, noted that the current work session <br />was intended only to provide information regarding the EPD's Taser policy and not as a forum for policy <br />discussions on that policy. <br />Mr. Alsup, responding to a question from Ms. Taylor, noted that the Use of Force Committee had <br />considered a recommendation to ban the use of Tasers for purposes of crowd control at public protests <br />and also for incidents of static resistance. <br />Mr. Alsup, responding to a question from Ms. Taylor, noted that the EPD officers who used Tasers had <br />received specific first aid training regarding the proper manner in which to remove the barbs from a <br />Tasered individual. <br />Ms. Miller noted that the Police Commission and the Use of Force Committee continued to review the <br />crowd control restrictions of the EPD Taser policy. <br />Ms. Taylor asked if all of the EPD officers who had been issued Tasers and trained in their use had <br />actually been Tasered themselves as part of their training. Mr. Alsup responded that such a practice was <br />not part of the EPD's Taser training practices but that some EPD officers had actually traveled out-of-state <br />in order to subject themselves to the effects of a Taser discharge. <br />Ms. Miller, responding to a question from Ms. Taylor, noted that the barbs used in a Taser discharge did <br />not leave a lasting wound on the Tasered individual. <br />Mr. Brown referenced his own research into the use of Tasers and asked if the Police Commission and <br />Use of Force Committee had reviewed similar information. <br />Mr. Brown advocated for the continued development of clear and responsible guidelines regarding the <br />EPD's use of Tasers as an effective law enforcement tool. <br />Ms. Miller, responding to a comment from Mr. Brown, briefly described the dedicated crisis intervention <br />team training used by municipalities such as Memphis, Tennessee, and how such training had addressed <br />the continued use of Tasers in that community. <br />Mr. Alsup noted that Chief Kerns had initiated a practice whereby EPD officers would undergo Taser <br />training three times per year instead of just once a year. <br />C.
