ECC
UGENE ITY OUNCIL
AIS
GENDA TEM UMMARY

Appointment to Lane Workforce Partnership Board

Meeting Date: April 12, 2010 Agenda Item Number: 3D
Department: City Manager’s Office Staff Contact: Beth Forrest
www.eugene-or.gov Contact Telephone Number: 541-682-5882

ISSUE STATEMENT

This is an action item to appoint a new member and reappoint four current members to the Lane
Workforce Partnership Board of Directors.

BACKGROUND

Interim appointments are made, when needed, to various boards, committees, and commissions outside
the regular annual recruitment process. Based upon a recommendation from the Eugene Area Chamber
of Commerce, the Mayor nominates, and the City Council appoints, representatives to the Lane
Workforce Partnership Board of Directors. This intergovernmental body directs the operations of local
employment and training programs funded under the federal Job Training Partnership Act. It is a private
nonprofit organization dedicated to providing job training and stay-in-school services to low-income
residents and dislocated workers throughout Lane County. Federal regulations require that the City of
Eugene seek nominations from a general purpose business organization. Residency within the Eugene
city limits is not required for consideration for appointment.

The by-laws of the organization call for a board of up to 15 members composed of persons representing
a number of stakeholders in local work force issues.

RELATED CITY POLICIES
No policy issues are related directly to consideration of this resolution.

COUNCIL OPTIONS

The City Council can vote to approve the nominees; it can also request additional information or
background on the applicants and delay the vote, or reject it entirely.

CITY MANAGER’S RECOMMENDATION

The City Manager recommends approval of the proposed nomination.

Z:\CMO\2010 Council Agendas\M100412\S1004123D.doc
