ATTACHMENT A RESOLUTION NO. ________ A RESOLUTION IN SUPPORT OF UNITED STATES HOUSE OF REPRESENTATIVE BILL 4812, THE LOCAL JOBS FOR AMERICA ACT. The City Council of the City of Eugene finds that: A. The nation is in one of the most difficult economic times in its history and is facing high national and local unemployment rates. B. Due to the economic downturn, municipal governments are challenged with significant budget shortfalls. As a result, government services have been decreasing at a time when demand for those services is increasing. C. On March 10, 2010, United States House of Representative Bill (“H.R.”) 4812, the Local Jobs for America Act (“the Act”), was introduced. H.R. 4812 would provide funds to states, units of general local government, and community-based organizations to save and create local jobs through the retention, restoration, or expansion of services needed by local communities. D. The Act proposes to: 1. Create one million public and private jobs in local communities in 2010; 2. Help ensure that local communities can operate essential services; 3. Help prevent state and local tax increases; 4. Stimulate local businesses and create more jobs in the local economy; and 5. Fund salaries for private sector on-the-job training to help local businesses put people back to work. E. The City Council of the City of Eugene believes that H.R. 4812 is an important tool that will boost the economy by putting people back to work and restoring much needed services in local communities. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a Municipal Corporation of the State of Oregon, as follows: Section 1 . The City Council supports H.R. 4812, the Local Jobs for America Act, and urges the United States Congress and the President of the United States to adopt H.R. 4812 into law immediately.
