They will also reflect policy or program <br />changes proposed by the community as well as future market and development trends that could alter <br />our land use patterns and overall land need. <br /> <br />Next Steps <br />Council acceptance of the attached resolution would complete the ECLA project. This information <br />would then establish the foundation for the data in Envision Eugene. The components of ECLA referred <br />to in Exhibit A will be formally adopted at the conclusion of the Envision Eugene process, when the <br />City adopts a Eugene-only UGB. <br /> <br />As noted above, the ECLA results serve as the foundation for Envision Eugene, an effort which staff has <br />already initiated to meet the City Council’s request that the Eugene-only UGB be established by <br />February 2011. The Envision Eugene project will determine the community preferences for how to <br />th <br />address our land need and will ultimately establish a Eugene-only UGB. At the April 28 work session, <br />staff will provide an overview of the Envision Eugene process including the legal framework, technical <br />components and public outreach efforts. <br /> <br />RELATED CITY POLICIES <br />? <br /> <br />The City Council has included ECLA as a priority item on the Planning Division Work Program. <br />? <br /> <br />Growth Management Policies are related to ECLA, most notably policies 1, 2, and 5. <br /> <br />Policy 1 – Support the existing Eugene Urban Growth Boundary by taking actions to increase <br />o <br />density and use existing vacant land and under-used land within the boundary more efficiently. <br /> <br />Policy 2 – Encourage in-fill, mixed-use, redevelopment, and higher density development. <br />o <br /> <br />Policy 5 – Work cooperatively with Metro area partners (Springfield and Lane County) and other <br />o <br />nearby cities to avoid urban sprawl and preserve the rural character in areas outside the urban <br />growth boundaries. <br /> <br />COUNCIL OPTIONS <br /> <br />Option A: Adopt the draft resolution associated with the Eugene Comprehensive Lands Assessment <br />(Attachment A). <br /> <br />Option B: Make specific amendments to the draft resolution associated with the Eugene Comprehensive <br />Lands Assessment (Attachment A). <br /> <br />Option C: Direct the City Manager to provide a revised resolution for consideration by Council. <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends Option A: Adopt the resolution associated with the Eugene <br />Comprehensive Lands Assessment (Attachment A). <br /> <br />SUGGESTED MOTION <br /> <br />Move to adopt the draft resolution enclosed as Attachment A that accepts the Executive Summary <br />attached as Exhibit A hereto and directs City staff to use the estimates and data documented in that <br />Executive Summary as a basis for its work in the “Envision Eugene” project. <br /> <br /> <br /> <br /> Z:\CMO\2010 Council Agendas\M100421\S100421A.doc <br /> <br />
