Mr. Carroll opened the Eugene Planning Commission public hearing. <br />Mr. Cross opened the Springfield Planning Commission public hearing. <br />Ms. Arkin opened the Lane County Planning Commission public hearing. <br />Mr. Carroll called for public testimony. There was no one who wished to offer public testimony. <br />Mr. Carroll closed the Eugene Planning Commission public hearing and closed the record. <br />Mr. Cross closed the Springfield Planning Commission public hearing and closed the record. <br />Ms. Arkin closed the Lane County Planning Commission public hearing and closed the record. <br />Responding to a question from Ms. Moore, Tom Boyatt, City of Springfield Public Works Transportation, <br />said the I-5 and Beltline Road intersection project was a $180 million projected delivered over 15 to 20 <br />years, elements of which would be built outside of the 2025 year planning horizon when the environmen- <br />tal assessment for the project was completed. Projects would be reprioritized when TransPlan was <br />updated. He added the I-5 bridge project was a replacement project rather than a capacity adding project. <br />Commissioners offered corrections to scriveners’ errors which were recorded by staff. <br />Mr. Hledik, seconded by Mr. Duncan, moved that the Eugene Planning Commis- <br />sion recommend to the Eugene City Council that based on the findings of consis- <br />tency set forth in Attachment E, and the evidence and testimony entered into the <br />record, which also supported the conclusions of consistency with the applicable <br />criteria, the Eugene City Council adopt the amendments to TransPlan and the <br />Metro Plan as set forth in Exhibits A, C, and D; and that the Regional Transpor- <br />tation System Plan project lists be updated to delete all projects completed by the <br />time of the elected officials’ hearing on this matter. The motion passed unanim- <br />ously, 5:0. <br />Mr. Kirschenmann, seconded by Mr. Cross, moved that the Springfield Planning <br />Commission recommend to the Springfield City Council that based on the find- <br />ings of consistency set forth in Attachment E, and the evidence and testimony en- <br />tered into the record, which also supported the conclusions of consistency with <br />the applicable criteria, the Springfield City Council adopt the amendments to <br />TransPlan and the Metro Plan as set forth in Exhibits A, C, and D; and that the <br />Regional Transportation System Plan project lists be updated to delete all <br />projects completed by the time of the elected officials’ hearing on this matter. <br />The motion passed unanimously, 7:0. <br />Mr. Noble, seconded by Ms. Nichols, moved that the Lane County Planning <br />Commission recommend to the Lane County Board of Commissioners rebased <br />on the findings of consistency set forth in Attachment E, and the evidence and <br />testimony entered into the record, which also supported the conclusions of con- <br />sistency with the applicable criteria, the Lane County Board of Commissioners <br />MINUTES—Joint Planning Commissions— April 7, 2009 Page 3 <br /> City of Eugene, City of Springfield, Lane County <br />
