ORDINANCE NO. _____ <br /> <br />AN ORDINANCE AMENDING THE EUGENE-SPRINGFIELD <br />METROPOLITAN AREA TRANSPORTATION PLAN (TRANSPLAN) TO <br />ADJUST THE PLANNING PERIOD FROM YEAR 2015 TO YEAR 2027; TO <br />REMOVE COMPLETED PROJECTS FROM THE PROJECT LISTS; AND TO <br />MAKE RELATED AMENDMENTS TO THE EUGENE-SPRINGFIELD <br />METROPOLITAN AREA GENERAL PLAN;AND ADOPTING A <br /> <br />SEVERABILITY CLAUSE. <br /> <br /> The City Council of the City of Springfield finds that: <br /> <br /> WHEREAS, Chapter IV of the Eugene-Springfield Metropolitan Area General <br />Plan (Metro Plan) sets forth procedures for amendment of the Metro Plan, which for <br />Springfield are implemented by the provisions of Chapter 5 of the Springfield <br />Development Code; and <br /> <br /> WHEREAS, the Metro Plan identifies the Eugene-Springfield Metropolitan Area <br />Transportation Plan (TransPlan) as a special purpose functional plan which forms the <br />basis for the Transportation Element of the Metro Plan and guides surface transportation <br />improvements in the metropolitan area; and <br /> <br /> WHEREAS, the TransPlan serves the goals, objectives and policies of the Metro <br />Plan by addressing a variety of transportation issues and includes project lists and maps <br />identifying financially constrained roadway projects and future roadway projects; and <br /> <br /> WHEREAS, The City Council adopted TransPlan by Ordinance No. 5328, <br />enacted on May 5, 1986, which was subsequently amended by Ordinance No. 5470, <br />enacted on April 3, 1989, Ordinance No. 5655, enacted on September 21, 1992, <br />Ordinance No. 5959, enacted on March 6, 2000, Ordinance No. 5990 enacted on <br />September 17, 2001, Ordinance No. 6022 enacted on July 15, 2002, and Ordinance No. <br />6240 enacted on April 6, 2009, adopting a revised Transportation Element of the Metro <br />Plan and adopting revisions to TransPlan. <br /> <br /> WHEREAS, on November 8, 2007, the Metropolitan Policy Committee adopted <br />an update to the federally-required Regional Transportation Plan (RTP); the update <br />included extending the RTP’s planning period to 2031 and deleting projects that had been <br />completed or that were determined to be no longer needed; and <br /> <br /> WHEREAS, following a public hearing on April 7 2009, the Springfield <br />Planning Commission recommended to the Springfield City Council that TransPlan be <br />amended to adjust the planning period from year 2015 to year 2024, to remove completed <br />transportation projects from TransPlan’s project lists, and to make related amendments to <br />the Metro Plan. On September 1, 2009, following Eugene, Springfield and Lane <br />County’s adoption of coordinated population forecasts, the Springfield Planning <br />Commission recommended to the Springfield City Council that the previously- <br /> <br />
