<br />Amendment Summary <br />The following actions are necessary to implement the Walnut Station Mixed-Use Center: <br />? <br /> <br />Amendments to the Metro Plan land use diagram to re-designate ten properties to commercial, <br />resulting in all properties within the Walnut Station Mixed-Use Center having a commercial <br />designation (with the exception of two City-owned park properties; a narrow strip along the <br />south side of the Mill Race and Franklin Park, which will remain designated Parks and Open <br />Space), and add both the Nodal Development Overlay designation and the Mixed-Use Overlay <br />designation to all properties in the Walnut Station Mixed-Use Center. <br />? <br /> <br />Adoption of Walnut Station Specific Area Plan, including a land use diagram and policies to <br />establish the Walnut Station Mixed-Use Center. This plan serves as the refinement plan for this <br />area. <br />? <br /> <br />Amendments to the Fairmount/University of Oregon Special Area Study text and land use <br />diagram to remove the Walnut Station Mixed-Use Center from the boundaries of the <br />study/refinement plan. <br />? <br /> <br />Amendments to the text of the Riverfront Park Study to clarify that the Riverfront Park zoning <br />and development standards do not apply within the Walnut Station Mixed-Use Center. <br />? <br /> <br />Amendments to the land use code to establish the S-WS Walnut Station Special Area zone, <br />establish a design review land use process and criteria, add the Walnut Station Specific Area <br />Plan as an adopted plan, and revisions to other development standards and criteria for <br />consistency with the Walnut Station Special Area zone. <br />? <br /> <br />Re-zoning of all properties within the Walnut Station Mixed-use Center to S-WS Walnut Station <br />Special Area Zone. The /SR Site Review Overlay Zone will be removed from one property. All <br />properties that have the existing /WR Water Resources Conservation Overlay Zone will retain <br />that overlay. <br /> <br /> <br />APPLICABLE CRITERIA <br />A draft Ordinance is included as Attachment A, and preliminary findings addressing the required <br />approval criteria have been prepared by staff and are attached as Exhibit I to Attachment A. <br /> <br /> <br />RELATED CITY POLICIES <br />Findings addressing consistency with related City policies, including provisions of the Metro Plan, <br />adopted Refinement Plans, and the Eugene Code, are included as an exhibit to the draft ordinance <br />(Exhibit I of Attachment A). <br /> <br />The Walnut Station Mixed-Use Center is consistent with and directly implements Growth Management <br />Policies 1, 2, 4, 6, 8-12 and 15. <br /> <br />This project implements one of the Nodal Development Areas identified in TransPlan. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />No action is required at this time as these items are scheduled for public hearing only.
