<br />CHAPTER 4: PEDESTRIAN AND BICYCLE <br />th <br />This section provides an inventory of the existing pedestrian and bicycle facilities within the West 11 <br />Avenue Corridor, including the Fern Ridge bike and pedestrian path, and recommends improvements. <br />Improvements were recommended to address current deficiencies and improved connectivity between the <br />th <br />West 11 Avenue corridor and the Fern Ridge path. <br />Facility Needs <br />th <br />Sidewalks are provided along the north and south side of West 11 Avenue between Bailey Hill Road and <br />Chambers Street. West of Bailey Hill Road, the sidewalks are not continuous at some locations (i.e. <br />undeveloped parcels, rural areas). Sidewalks are also provided on most of the north/south roadway <br />segments (i.e. Seneca Road, Bailey Hill Road, etc.) within the study area. However, there are a few <br />locations where there are gaps along the sidewalks. Figure 4-1 illustrates the existing pedestrian sidewalk <br />locations, the areas where sidewalks are deficient, and the LTD Transit Stops. <br />th <br />Dedicated bicycle lanes are generally not provided along West 11 Avenue between Green Hill Road and <br />Chambers Street. The only exception is that there are striped bike lanes on one stretch between Terry Street <br />th <br />and Danebo Avenue-Willow Creek Road. Most bikes are accommodated on the West 11 Avenue corridor <br />th <br />via the Fern Ridge path that parallels West 11 Avenue. For the north-south roadways within the study <br />area, five roadways provide bike lanes, including: Danebo Avenue-Willow Creek Road, Bertelsen Road, <br />Bailey Hill Road, Seneca Road, and Chambers Street. No other study roadways have bike facilities. <br />Bicycle facilities are documented on the Eugene-Springfield Bicycle Map. According to the map, the <br />th <br />majority of West 11 Avenue has been <br />Recommendations <br />Table 4-1 provides a list of recommended pedestrian and bicycle improvements within the study area. The <br />list of bicycle and pedestrian improvements is based on the use of the Fern Ridge path as the parallel route <br />th <br />to West 11 Avenue consistent with the Eugene-Springfield Bicycle Map, which is provided in Appendix <br />15 <br />A. The recommended improvements will provide convenient and accessible connections for <br />th <br />bicyclists/pedestrians from the Fern Ridge path to West 11 Avenue. Figure 4-2 provides the location of <br />the improvements, and descriptions of the improvements are summarized in Table 4-1. <br />The recommendations in Table 4-1 are consistent with the bicycle and pedestrian policies established in <br />the Central Lane MPO Regional Transportation Plan. The recommended improvements provide bikeway <br />th <br />and pedestrian system connectivity between the Fern Ridge path and West 11 Avenue, thus reducing <br />additional vehicle conflicts, enhancing operations, and increasing safety for bicyclists and pedestrians.
