ECC
UGENE ITY OUNCIL
AIS
GENDA TEM UMMARY

Work Session: Police Department Data Led Policing Strategy

Meeting Date: July 14, 2010 Agenda Item Number: A
Department: Eugene Police Staff Contact: Pete Kerns, Chief of Police
www.eugene-or.gov Contact Telephone Number: 541-682-5102

ISSUE STATEMENT

The purpose of this presentation is to provide an overview of the Police Department’s Data Led Policing
strategy to address property crime.

BACKGROUND

th
Eugene is in the 85 percentile for property crime among cities in the United States with populations of
100,000 or more. We have fewer police per capita than most communities in Oregon, while the state
has fewer than any other state in the country. Across the nation, counties average 59 jail beds per 1,000
arrests. In Oregon, the average is 43 jail beds per 1,000 arrests and in Lane County we have 11 jail beds
per 1,000 arrests.

Data Led Policing is a strategy used by law enforcement agencies, like ours, with limited resources and
a high demand for services. To be effective, it requires timely crime analysis to show where and when
crime occurs, innovative police managers able to adjust the deployment of officers and application of
tactics to effectively meet crime trends, robust crime prevention capacity, and the deliberate prosecution
of chronic offenders.

During the July 14, 2010, presentation, the council will hear about the Police Department’s transition
from the traditional model of policing to one designed to more efficiently manage property crime in our
community. The presentation will include the progress in transition made thus far and likely future
changes, the challenges faced by our organization as we make those changes, and the apparent impact of
the work to date.

COUNCIL OPTIONS
None; this is an informational item only.

CITY MANAGER’S RECOMMENDATION

None; this is an informational item only.

Z:\CMO\2010 Council Agendas\M100714\S100714A.doc
