Subsection (2) of Section 9.9570 of the Eugene Code, 1971, is deleted and <br />the remaining subsections are renumbered accordingly, and subsections (4) and (6) of EC <br />9.9570 are amended to provide: <br />9.9570Fairmount/U of O Special Area Study Policies. <br />[(2)Oregon Department of Transportation Lands Policies.Future use of the <br />ODOT lands shall be for residential, park, and office as defined in the <br />following policy statements: <br />(a)Future use of the ODOT lands shall be primarilyresidential. This use <br />shall be for low-to medium-density residential development. <br />(b)Future development of the ODOT lands shall preserve and enhance the <br />existing “gateway” effect as an attractive entrance to the city, and <br />special attention shall be given to developing a portion as a gateway <br />park. <br />(c)Under future development, office use on the ODOT lands shall be <br />limited to the site of the present Department of Motor Vehicles (DMV) <br />building on the northwest corner of Tax Lot 1000--Assessor’s Map 17- <br />03-33-3 1 (“S” on the Land Use Diagram). (Policy 1) <br />(d)Upon conversion of the ODOT lands from public to private ownership <br />and the ensuing development of the lands shall be compatible with the <br />th <br />single-family development along East 15Avenue, the commercial uses <br />along Franklin Boulevard and Walnut Avenue, and the existing bike <br />route. (Policy 2)] <br />([4]) Traffic Circulation Policies. <br />3 <br />[(a)The Department of Motor Vehicles site shall continue to gain access <br />from Walnut Avenue and not fromFranklin Boulevard.
