as part of the CATS update to determine appropriate mitigation <br />measures for the subject area. (Policy 7) <br />(e) If a Traffic Impact Analysis that is required by the City Code projects <br />that a proposed development will increase traffic on streets within the <br />single - family neighborhood to the east and south of University -owned <br />land, the city shall require the applicant to mitigate those impacts <br />through use of traffic calming strategies or other mechanisms designed <br />to discourage through traffic. (Policy 8) <br />(f) With the exception of alleys, vacations of streets within the state - <br />approved University East Campus boundary should not be permitted, <br />unless the applicant, at his or her expense, provides to the City a local <br />street connection study that demonstrates how the proposed street <br />system remaining after such vacation meets the intent of the Eugene <br />Code street connectivity provisions and that such vacation will not <br />increase traffic volumes on local residential streets. (Policy 9) <br />(5) Bicycle and Pedestrian Policies. Existing and future businesses shall be <br />encouraged to provide safe and covered bicycle parking for employees and <br />patrons. (Policy 3) The use of bicycles, mass transit, walking, carpooling, and <br />other appropriate alternative modes of transportation, especially by employees <br />working in the plan area, shall be actively encouraged and provided for in <br />order to reduce automobile dependence and alleviate traffic and parking <br />problems. (Policy 4) <br />Section 22 . Section 9.95.55 of the Eugene Code, 1971, is added to provide: <br />9.9555 Walnut Station Specific Area Plan <br />(1) As part of an application to develop the lands formerly owned by the <br />Department of Transportation (so uth of Franklin Boulevard, east of Walnut <br />Street and north of 15th Avenue), the developer shall demonstrate that <br />consideration was given to realigning the 15th Avenue bicycle path in the <br />vicinity of those lands and making it more attractive. (Note: If the bicycle path <br />is realigned, the City shall require an easement for the path to ensure its <br />permanence in the future.) <br />(2) As part of an application to develop a property south of Franklin Boulevard or <br />a property in the block on the north side of Franklin Boulevard between Moss <br />Street, Villard Street, and Garden Avenue within the Walnut Station Specific <br />Area Plan, applicants are encouraged to include access for pedestrians, <br />bicycles and limited vehicular access consistent with the Transportation <br />Features map shown as Figure 9.3978(3 )(b) in the Walnut Station Special <br />Area Zone. <br />Section 23 . The legal description set forth at Exhibit H is hereby adopted as the <br />description of the special setback lines that shall be applied to the segment of Franklin <br />Boulevard shown on Map 9.3970(3)(d) S -WS Walnut Special Area Zone Franklin Boulevard <br />Special Setback Boundaries. <br />Ordinance - Page 13 of 14 <br />
