Garden Avenue. <br />• Traffic calming techniques should be employed on local streets south of 1 5th Avenue to discour- <br />age cut - through - traffic and traffic speeds. <br />• Franklin Boulevard has great potential for implementing a "gateway" design signaling its role as <br />an entrance to the University of Oregon and the City of Eugene. <br />Bicycle and Pedestrian Circulation <br />• The South Bank Bike Path should be completed between the Autzen Footbridge and the Knicker- <br />bocker Bike Bridge. <br />• A new pedestrian connection will be encouraged within the superblock configuration located <br />between Franklin Boulevard, 15th Avenue, and Villard and Walnut Streets. This new pedestrian <br />facility could be built in conjunction with future redevelopment of these blocks. Vehicle access <br />to parking and truck access to retail stores would be provided separately. The specific alignment <br />of the future connection is not yet known. <br />• The Walnut Station plan should acknowledge or address bicycle and pedestrian safety issues on <br />portions of the riverfront bike path lying between Eugene and Springfield. <br />Parks and Open Space <br />• At least one new neighborhood park is desired for the area to support additional residential de- <br />velopment in the area. <br />• New physical and visual connections to the Willamette River are highly desired by area residents. <br />Millrace establishes ped/ <br />Vegetative restoration <br />bike connectivity between <br />of Willamette corridor <br />park and interpretive <br />for primarily ecological <br />destinations <br />values <br />Establishment of new <br />environmental park is <br />both a recreational and <br />ecological destination, <br />linked by Millrace <br />Millrace connectivity to <br />Mill Pond /Willamette <br />corridor <br />"Green streets" <br />in frastructure <br />accommodates greater <br />storm runoff associated <br />with new development, <br />while linking river <br />Identity to _-- <br />development character <br />t <br />'Green gateway' <br />entrance to TOD from <br />Villard <br />Green streets treat I <br />runoff then discharge <br />into Millrace for <br />biological cleansing, <br />ecological benefit <br />Rump station used <br />primarby to maintain <br />consistent water levels <br />for ecological and <br />aesthetic benefit <br />. <br />l <br />Conservation of Franklin <br />Park for natural resource <br />values: connectivity to <br />Walnut open spaces via <br />Millrace <br />16 <br />
