proposed development and street designs in their community. Because form based codes de- <br />emphasize land uses, a mix of uses is easier to achieve. <br />Form based codes also provide an opportunity to address compatibility issues and transitions <br />through building design and form, rather than relying on costly and time consuming land use ap- <br />plication procedures. There has been an increasing concern with the development patterns that <br />result from the existing land use regulations in place, and this is well illustrated in the southern <br />portion of the Walnut Station Specific Area Plan. <br />Form Based Code Applications for Walnut Station <br />15th Avenue is a local street that forms the southern boundary of the walnut Station Specific Area <br />plan. The property north of 15I" Avenue is currently designated and zoned almost exclusively for <br />commercial use. Except for a portion of the lands formerly owned by ODOT and the City owned <br />park land, the land within the walnut Station Special Area zone was primarily commercially des- <br />ignated in the Metro Plan. Commercial zoning allows buildings up to 120 feet in height with no <br />building setback requirements. This is in contrast to the south side of 15I" Avenue which is the <br />residential edge of the Fairmount Neighborhood. This is a large, well- established residential <br />neighborhood with strong character and with involved residents and occupants. zoning in this <br />neighborhood is for single- family residential use except for the parcels fronting East 15x" Avenue <br />between Orchard and Walnut Streets, which are zoned R -4 High Density Residential. There is a <br />required to foot setback for all residential zones. Low density residential building heights are <br />capped at 35 feet. while the block between orchard Street and Villard Street is zoned for high - <br />density and also has a 120 foot height limit, the residential setback still applies.
