(complete) <br />300 – Use of Force <br />301 – Use of Force Reporting/Investigation <br />302 – Deadly Force Review <br />304 – Shooting Policy <br />305 – OC Spray <br />(currently in review) <br />306 – Leg Restraint Device <br />(currently in review) <br />307 – Carotid Restraint <br />(currently in review) <br />308 – Control Devices and Techniques <br />(complete) <br />309 – Taser Guidelines <br />310 – Officer-Involved Shooting <br />312 – Firearms <br />432 – Patrol Rifles <br />The UOFC spent considerable time in FY10 reviewing policy 309 - Taser Guidelines. <br />Over a period of 10 months, the committee met almost twice monthly to complete their <br />recommendations on the Taser policy used during the police department’s pilot project. <br />Each meeting included time on the agenda for the committee to engage in open dialogue <br />with the public to discuss issues of concern or answer clarifying questions. On March 11, <br />2010, the UOFC presented their recommendations on the Taser policy to the full Police <br />Commission. The group’s deliberations continued through the next month, and on April <br />8, 2010, the commission accepted the draft Taser policy (with few amendments) and <br />forwarded the recommendations onto Police Chief Pete Kerns for his consideration. <br />To further inform the community of the recommendation process, the UOFC held a Taser <br />Public Forum on May 4, 2010. The objective of this forum was to share with the <br />community the recommendations the Police Commission made on the Taser policy, and <br />provide an arena to answer questions on any outstanding issues. Approximately 50 <br />members of the public attended the forum, including several stakeholders who regularly <br />attended committee meetings during the year. The City Council was also involved in the <br />final stages of the review process, requesting a work session with members of the Police <br />Commission to learn about the recommendations. This work session resulted in <br />Council’s unanimous support of the Police Commission’s Taser policy draft. <br />In addition to reviewing the Taser policy, the UOFC completed the review of Policy 300 <br />– Use of Force, and Policy 308 – Control Devices and Techniques. These two policies <br />were forwarded to the full commission with Policy 300 being accepted and presented to <br />Chief Kerns for his consideration. (Policy 308 will be discussed by the commission <br />during its September, 2010 meeting.) <br />Policy Screening and Review Committee (PSRC) <br />The first began in FY08 as a multi- <br />year effort to assist the department in updating the police policy manual, utilizing the <br />Lexipol structure as a framework for a comprehensive policy review process. In FY10 <br />the PSRC screened and made recommendations on several policies that were mostly <br />administratively-based. Some of the policies reviewed were Aircraft Accidents, <br />Organizational Structure and Responsibility, Internal Written Communications, <br />Department Electronic Mail, Extraditions and Airport Procedures.
