ATTACHMENT C <br />M I N U T E S <br /> <br /> <br />City Council <br />McNutt Room—Eugene City Hall <br />777 Pearl Street—Eugene, Oregon <br /> <br /> January 25, 2010 <br /> 7:30 p.m. <br /> <br />PRESENT: Mike Clark, Betty Taylor, Jennifer Solomon, George Poling, Andrea Ortiz, Alan Zelenka, <br />Chris Pryor, George Brown, members. <br /> <br />Her Honor Mayor Kitty Piercy called the meeting of the Eugene City Council to order. <br /> <br />1. PUBLIC FORUM <br /> <br />Mayor Piercy reviewed the rules of the Public Forum. <br /> <br />Drix <br /> said that people often remarked they saw him on television. He attended meetings to inspire others to <br />share their thoughts with the council. He spoke of his neighborhood’s many attributes, including its people, <br />and reported that the West University Neighborhood Association recently adopted a resolution to “go <br />metric.” He acknowledged that the impact of the resolution was uncertain but the association intended to <br />proceed. He would bring a meter to the next meeting for participants to view. <br /> <br />Zachary Vishanoff <br />, Ward 3, distributed an article from The Register-Guard about a proposed dormitory to <br />th <br />be constructed by the University of Oregon at 15 Avenue and Moss Street. He was concerned that the <br />parking required for new dorm residents would exacerbate existing parking issues already exacerbated by <br />the new basketball arena. He urged Councilor Zelenka to appeal to the University of Oregon to create a <br />new City public process to allow residents to provide input on the siting of new buildings. He did not think <br />the University was involving students in its major decisions and said the institution was “kind of out of <br />control.” <br /> <br />th <br />Majeska Seese-Green <br />, 5 Avenue and Van Buren Street, expressed concern that a recent council agenda <br />item summary related to downtown public safety was written in a manner insensitive to youth. <br /> <br />Azra Khalidi <br />, 4023-K Donald Street, advocated for a traffic signal to be installed on the Ferry Street <br />th <br />Bridge to accommodate traffic entering from 4 Avenue, as well as stop signs for those leaving Franklin <br />Boulevard to access the bridge. <br /> <br />Mayor Piercy closed the Public Forum and thanked those who testified. She indicated she would look into <br />the issues raised by Ms. Seese-Green and Ms. Khalidi. <br /> <br />Speaking to the comments of Mr. Vishanoff, Mr. Zelenka recalled the public hearing that the City held for <br />the basketball arena, which involved a conditional use permit for uses not permitted outright in the zone. He <br />asked City Manager Ruiz to confirm that dormitories were an allowed use in the Public Lands zone. <br /> <br />2.
